Description

THIS IS NOT A REQUEST FOR PROPOSAL & NO MATERIAL WILL BE ISSUED AND NO SOLICITATION PACKAGE OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED. Atlanta VA Medical Center (VAMC) is seeking a qualified Architect/Engineering (A/E) firm with specialty and/or experiences working with the VA health care facilities to provide A&E services for a complete design construction bid document to Modernized our Nursing Home Care Unit (Project 508-08-103). A/E Design Services includes: to replace all finishes, i.e, wall finishes, handrails, cove base, ceilings, paint, flooring, window treatments, and all bathroom finishes, including floor and wall tile, wainscoats In addition, a design to remodel resident nourishment kitchen and dining room, provide new kitchen equipment, install new piped medical gas service for approximately 10 patient rooms, remodel congregate baths, resident visitor bathrooms, nursing home front entrance, and nurses' stations, and a design to remodel the community celebration room, and install new hallway and room lighting , over-bed lighting, for patients in our Nursing Home Care Unit (NHCU), which will include to dust protection, interim life safety measures, demolition of ceilings, VCT flooring, carpet, and lighting. Project will include work phasing & sequencing in the design in order to keep NHCU functional during construction. Design shall include general architectural, plumbing, civil, structural, mechanical, HVAC, and electrical. All work is to be performed at the VAMC, 1670 Clairmont Rd, Decatur, GA. A/E shall be responsible to perform investigative work, prepare cost estimates, prepare the construction bid documents, perform construction period services, conduct site visits. This procurement is 100% set aside for service-disabled veteran-owned small business concern (SDVOSB). NAICS Code: 541310; SBA Size Standard: $4.5 million. All work shall comply with current VA Master Specifications and Standard Details. To be considered for an award, A/E must be must be registered in the Central Contractor Registration (CCR) database and certified in VetBiz database prior to award. A/E firms can obtain CCR information on registration and annual confirmation requirements by calling 1-888-227-2423, or 269-961-5757, or via the Internet at http://www.ccr.gov. & obtain VetBiz information via the Internet at http://www.vip.vetbiz.gov A/E is also required to submit Annual Representations and Certifications via the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/ A-E firms meeting requirements are required to submit 2 copies of: Standard Form (SF) 330, Architect-Engineer Qualifications, Parts I, II, and any requested supplemental data to the Contracting Officer NLT 3:PM (EST), 12/13/07. SF 330 forms can be obtained at http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?formType=SF. The A/E selection criteria shall include: 1) professional qualifications 2) specialized experience & technical competence of A-E firm w/similar type projects; 3) past performance on contracts with VA, other Government agencies, & hospitals; 4) geographical location of A-E firm; 5) experience & roles of key design personnel, specifically on related projects; 6) cost control & estimating effectiveness; 7) CAD capability; & 8) professional capacity of the firm to accomplish proposed work within scheduled timeframes.
