- Administrative Support Assistant Service Requested: P T S D DESCRIPTION/SPECIFICATIONS: Furnish temporary administrative office services, one person/ forty hours per week not to exceed one year at the Department of Veterans Affairs (VA) Medical Office Center, 215 North Main Street, White River Junction, VT. SCHEDULE: The performance period of this contract is on or about December 3, 2007 through February 1, 2008 with one 120 day option. SERVICES ESTIMATED QTY UNIT UNITPRICE TOTAL 1. Furnish 1.0 full time equivalent (FTE) an Administrative Support Assistant to perform the requirements of this contract. 336 hrs. $ $ Option 1 For the period February 4, 2008 through June 6, 2008 1. Furnish 1.0 full time equivalent (FTE) an Administrative Support Assistant to perform the requirements of this 712 hrs. $ $ contract. NOTE: Under the Office of Personnel Management (OPM) regulations, the total amount of days any one individual may perform work under this contract is one hundred, twenty (120) days. Individuals may not work beyond the 120th day without further authorization of the Contracting Officer. A workday is comprised of any day in which work is physically performed on the worksite. NOTE: The fees covered under this contract are for professional services listed herein. The Government has no authority nor will it be obligated by this agreement to pay any additional placement fees. POSITION DESCRIPTION/SCOPE: FOR ADMINISTRATIVE SUPPORT ASSISTANT DESCRIPTION & DUTIES: This position serves as an Administrative Support Assistant in the Office of the National Center for Post-Traumatic Stress Disorder (PTSD). Duties include providing administrative support in the coordination and administration of the operational, clinical, and research functions required for the successful operation of the National Center for PTSD program; interpreting and applying policies and regulations to accomplish assignments; preparing, executing successfully a variety of computer software, i.e., Microsoft Word, FileMaker Pro, and Microsoft Excel; preparing requests for personnel actions, as needed; assisting patients and clinical staff members with medical administrative services; providing patients and interested parties with information on PTSD related services within and outside the Department of Veterans Affairs facilities nationwide; managing all telephone, fax, and video communications; coordinating all National Center multi-site audio and videoconferences with other National Center Divisions and other organizations; inputting requests for supplies in the fiscal computerized programs; initiating purchases with an assigned credit card; and, preparing work orders. QUALIFICATIONS: One year of experience is required working in an office interpreting and applying policies and regulations to accomplish assignments; preparing, composing, and typing a variety of material using computer software that must have included Microsoft Word, FileMaker Pro, and Microsoft Excel; and assisting patients and/or clients with administrative services. This experience will be done under administrative supervision. The fees covered under this contract are for professional services listed herein. The Government has no authority nor will it be obligated by this agreement to pay any additional placement fees. CONTRACTOR REQUIREMENTS: General - The contractor shall provide necessary personnel capable of collecting and verifying data, have the necessary communication/telephone skills in obtaining information and have general knowledge/background in using computers PAYMENT: Payment of sums due will be paid monthly in arrears of work performed, upon submission and receipt of a properly prepared invoice by the Contractor. The Contractor will submit a weekly bill for the hours worked, at the agreed upon price. Contractor is require to pay a minimum of the attached wage rate as listed under Section J of this contract for services performed under this contract. Payment will be authorized by the VA upon verification by the VA of the services billed and submission of documentation required under the Labor Standards Provisions of this contract. WORK HOURS: The administrative working hours under this contract will be Monday through Friday, 8:00 a.m. to 4:30 p.m. with a half-hour for lunch and two 15-minute breaks ( 8 hours). All contract work shall be performed during these hours unless requested or approved by the Contracting Officer or COTR. The following Federal Holidays are excluded from this work schedule: New Year's Day, Washington's Birthday, Martin Luther King's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas or any other day specifically declared by the President to be a National Holiday. No work will be performed on a Federal Holiday unless specifically authorized. CONTRACTOR PERSONNEL SECURITY REQUIREMENTS: All contractor employees who require access to the Department of Veterans Affairs' computer systems shall be the subject of a background investigation and must receive a favorable adjudication from the VA Office of Security and Law Enforcement prior to contract performance. This requirement is applicable to all subcontractor personnel requiring the same access. If the investigation is not completed prior to the start date of the contract, the contractor will be responsible for the actions of those individuals they provide to perform work for VA. a. Position Sensitivity - The position sensitivity has been designated as Low Risk. b. Background Investigation - the level of background investigation commensurate with the required level of access is Minimum Background Investigation. c. Contractor Responsibilities 1) The contractor shall bear the expense of obtaining background investigations. If the investigation is conducted by the Office of Personnel Management (OPM), the contractor shall reimburse VA within 90 days. 2) The contractor shall prescreen all personnel requiring access to the computer systems to ensure they maintain a U.S. citizenship and are able to read, write, speak and understand the English language. 3) The contractor shall submit or have their employees submit the following required forms to the VA Office of Security and Law Enforcement within 30 days of receipt: (i) Standard Form 85P, Questionnaire for Public Trust Positions (ii) Standard Form 85P-S, Supplemental Questionnaire for Selected Positions. (iii) FD 258, U.S. Department of Justice Fingerprint Applicant Chart (iv) VA Form 0710, authority for Release of Information form (v) Optional Form 305, Declaration for Federal Employment (vi) Optional Form 512, Optional Application for Federal Employment d. The contractor, when notified of an unfavorable determination by the Government, shall withdraw the employee from consideration from working the contract. e. Failure to comply with the contractor personnel security requirements may result in termination of the contract for default.
