- This Amendment is for W912DS-08-B-0001, already advertised 24 Oct 2007. The New York District intends to enter into a sole source agreement with Amboy Aggregates of South Amboy, NJ for credit or no cost for removal of up to 2.8 million CY of the mate rial as described below. Responses are due NO Later than 2:00 PM Eastern Standard Time (EST) 26 November, 2007. This market survey seeks to determine if there are other interested parties that may want to remove the (sand/material) considering that there m ay possible be a commercial investment feature to the project. The North American Industry Classification Code (NAICS) Code 212321 Construction Sand and Gravel Mining is applicable for the removal and disposal of the material. Specifically, the New York Di strict intends to subsequently solicit and award a dredging contract(s) in Ambrose Channel within the boundaries of the State of New York and New Jersey. This agreement/contract(s) would be for the removal of the material at a credit or no cost to the Gov ernment with the stipulation that the dredged material be used in an economically beneficial manner. Depending on the interest and capability demonstrated by the industry, the Government may enter into a sole source contract with one or more Contractors de monstrating interest and capability. If there is no interest demonstrated, a sole source agreement may be entered into with Amboy Aggregates for a period of up to 3 years. No further public announcement of the agreement will be provided. The Ambrose Channe l is the main entrance channel to the Port of New York and New Jersey. The area of interest has a currently authorized depth of -45 ft mlw and is to be improved to -53 ft mlw. No dredging will be permitted below -57 mlw. There are areas of the channel tha t have shoaled and are shallower than -45 ft mlw. Contract area(s) would be on the inbound side of the channel within the boundaries of the State of New York. The contract area(s) would run parallel to the channel and the contract duration would be approx imately 18 to 24 months with possible extensions if mutually agreeable. Typical material in the channel is a fine to medium grained sand with traces of silt. The contractor would be required to remove a minimum of 350,000 cubic yards of material during the first 6 months following notice to proceed, and at least 350,000 cubic yards of material during each subsequent six month period. The U.S. Army Corps of Engineers, New York District, requests business interests and capabilities concerning its proposed plan for the construction of this project. The government will consider this information to issue a formal solicitation in the autumn of 2007. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. After review of the responses to this announcement, if the Government still plans to procee d with this acquisition in a competitive nature a solicitation announcement will be published in the Federal Business Opportunity for the respective project. NO SOLICITATION IS CURRENTLY AVAILABLE. All interested offerors will have the opportunity to respo nd to solicitation announcement at a later time if a competitive acquisition i s pursued. This notice is to assist the New York District, Corps of Engineers in determining potential sources and if a competitive procurement should be initiated. Depending on the interest and capability demonstrated by the industry the Government may enter into a sole source contract with one or more Contractors. The following information is required: 1. Firms responding to this sources sought announcement, who fail to provide ALL of the requ ired information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought announcement.
