Description
This is a notice of intent to extend the services and is not a request for competitive proposals. The United States Department of the Army, Intelligence and Security Command (INSCOM) intends to extend the period of performance of contract number W91 1W4-04-D-0005 with L-3 Communications Titan Corp (L-3) for 90 days to provide uninterrupted support as a follow-on competitive acquisition was not awarded in time to a the offeror. The new competitive procurement was released under Solicitation Number W91 1W4-05-R-0001 which was synopsized in FedBizOpps on June 14, 2006. The extension will continue the performance period for an initial three (3) months. The extension period of performance will be from December 10, 2007 through March 8, 2008. The extension is being made noncompetitively based on the exclusion found at Federal Acquisition Regulation, FAR 6.302-1(a)(2)(iii)(b), which authorizes other than full and open competition when an unacceptable delay precludes full and open competition, and delay in aw ard of a contract would result in serious injury, financial or other, to the government. To USAs knowledge and belief, the services to perform foreign language interpretation and translation services in support of United States Army, its Unified Commands (USEUCOM, USCENTCOM, USSOUTHCOM, USNORTHCOM, USPACOM), attached forces, combined forces, and joint elements who are executing the military mission known as Operation Iraqi Freedom-Iraq (OIF-I) and other U.S. Government agencies who are supporting the OIF-I mission would not have the essential services needed to meet mission needs. Without linguist support, it will not only undermine the war effort and lead to mission failure, but will also lead to the endangerment of Warfighters and place the critical tasks required in jeopardy and hinder the Global War on Terrorism. Firms who want to challenge the extension must submit an interest letter that demonstrates: 1) the firm's ability to perform the work as described in the solicitation and 2) the firms ability to provide the requisite personnel and be fully operational by December 10, 2007. Interested parties may submit a proposal and rationale as to why they should be considered within three (3) days of this notice to: John Isgrigg, via e-mail to john.isgriggiii@us.army.mil. A determination by the Government not to proceed with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The intent of this extension is to provide the required support services until the award and transition of a competitive follow-on acquisiti on is completed as described in the first paragraph above. The North American Industry Classification System (NAIC) Code for this requirement is 541930.
