Description
The U. S. Navy intends to procure, on a sole source basis from The Boeing Company, Non-Recurring Engineering (NRE) to design, develop, manufacture and install 16 Multifunction Display System (MDS) and Automatic Data Processing, Demand Assigned Multiple Access, and Weight Savings (ADWS) modification kits for E-6B aircraft. This is considered Phase I of the Internet Protocol/Bandwidth Expansion (IP/BE) program. The Naval Air Systems Command intends to issue Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) orders under Basic Ordering Agreement N00019-05-G-0026 with The Boeing Company on an other than full and open competitive basis to accomplish this effort. MDS modifications include adding Communication, Navigation and Surveillance/Air Traffic Management (CNS/ATM) capability to the Flight Management Computer (FMC) to support Automatic Dependent Surveillance via an International Maritime Satellite (INMARSAT) data link. ADWS system modifications involve upgrading the Block 0 Ku receive system to the Next Generation Antenna (NGA) Connections by Boeing Ku transmit/receive system. Additional modifications to the ADWS installed command management local area network hardware will be accomplished to allow full functionality of ADWS. The Boeing Company is the sole designer and developer of theE-6B Multifunction Display System (MDS) and Automatic Data Processing, Demand Assigned Multiple Access, and Weight Savings (ADWS) and therefore the only source possessing the proprietary data, expertise, equipment and personnel to design develop and incorporate these modifications into the E6-B aircraft.
