Description
The Environmental Protection Agency has a requirement for technical and analytical support for (a) development and analysis of indoor air quality policy; (b) analysis, dissemination, support and/or development of information and materials on indoor air quality related issues; (c) development and implementation of communications and marketing strategies; (d) education and outreach product development and dissemination; and (e) facilitation and/or logistical support for meetings, training, conferences, and workshops. The support may include support in identifying, compiling, and/or analyzing existing scientific evidence on indoor air related issues; identification of successful national, state, or local approaches to the reduction of exposure to indoor air contaminants; technical and analytical support including literature searches and literature retrieval; contact with indoor air quality subject matter experts on technical/scientific/ professional issues; support to measure the extent of awareness of issues, studies and comparative evaluations of various indoor air quality options; development or dissemination of professional, technical, or scientific materials, publications, information, web pages/websites, displays and/or software, including the design, implementation and distribution of communications strategies for national campaigns and also identifying effective methods of information transfer; development of plans to support outreach activities for recruitment efforts and to educate the general public and target audiences; attendance of conferences, training, meetings, technical forums, etc., to provide support including note taking and/or technical/non-technical presentations, staffing booths and/or dissemination of materials; support in articles for magazine, newspapers, trade journals, scientific journals/publications; analyzing, developing, drafting and/or editing code change proposals as they relate to indoor air quality issues; analysis and/or development of economic analyses including cost/benefit analysis for indoor air quality mitigation and/or prevention approaches in new construction and in building renovation; development and analysis of options for allocating any Federal grant funds available to States and local communities for indoor air quality activities; meeting and logistical support including design and social marketing strategies; and graphic support for presentations and products. EPA anticipates the award of cost-plus-fixed-fee level of effort type contract with a potential total of 254,000 labor hours consisting of a base requirement of 25,400 labor hours plus 25,400 optional hours. In addition, the contract will allow for four (4) 12-month options for 25,400 basic and 25,400 optional hours each. DRAFT copies of the Statement of Work, Evaluation Criteria, and Conflict of Interest (COI) related clauses are posted on the Internet for information purposes at: http://www.epa.gov/oam/rtp_cmd. NAICS number 541620 applies with a size standard of $6.5M in average annual receipts over the last three years. The solicitation is expected to be issued approximately January 3, 2008, as a full and open competition. Proposals will be due approximately 30 days after issuance of the solicitation. This is a follow-on to contract number EP-D-04-069 with The Cadmus Group. The solicitation and amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and amendments via the Internet. If you obtain a copy of the solicitation via the Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Telephone and fax requests will not be honored. All responsible sources may submit a proposal which shall be considered by the Agency. The Government is not obligated to award any contract as a result of this notice. See Note 26.
