Description
This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This synopsis does not constitute a Request for Proposals (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Air Force is conducting this Sources Sought Synopsis in support of a market survey to determine price and availability from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement for providing logistics, training, and operations and maintenance of the Iraqi Command and Control Network (IC2N). IC2N provides the Iraq Ministry of Interior (MoI) with a Command and Control and an administrative coordination capability. IC2N is made up of two components; the Iraqi Government Network (IGN) providing non-secure Voice over IP (VoIP) telephone service, email, and internet connectivity, and the Iraqi Secure Government Network (ISGN) that provides a secure closed network for VoIP telephones and email. Request firms having capability for operating and maintaining such systems provide the following information pertaining to their capabilities and availability: - Provide a robust capability for meeting current and future (secure and non-secure) IC2N requirements such as, but not limited to: network and equipment operations and maintenance, user management, network management, future expansions, VSAT operations and maintenance, network spare parts, training, equipment moves (to include reinstallation), network equipment life cycle management, Network Operations Center (NOC) daily management and NOC server management to include file storage and web services. - Provide remote support to sites and periodic on-site maintenance on a scheduled monthly basis. Provide all other support to these sites remotely, with technicians designated to travel to sites to perform needed onsite activities. There are numerous IC2N supported sites in operation nationwide. Future operations may require additional supported sites and site relocation. - Identify hardware and software maintenance concept along with conceptual description of required sparing, network management, VSAT, equipment moves/reinstallation, daily (24/7) Network Operations Center (NOC) management - The NOC monitors all aspects of the Command and Control Network: equipment, users, and VSAT links -Identify a training concept, based upon previous fielding experiences - Install, operate, and maintain a Help Desk - Provide all required software, hardware, and licenses to facilitate the monitoring of the IC2N satellite network in the NOC. - Provide technical specifications and diagrams to facilitate the use of an alternate satellite service provider. - Provide trained satellite maintenance team that can troubleshoot and provide fault location for the satellite equipment - Provide expected lead-time required for delivery, fielding, and training (all documentation, reports and training shall be in both English and Arabic) as well as on-site management for the entire period of performance. --On-site personnel should be literate in both English and Arabic or provide a translator to be available at all times. Qualifications: Interested parties need to be registered with the State Department's Directorate of Defense Trade Controls (DDTC) if planning to participate in any Foreign Military Sales contracts. Interested Parties Submittal Instructions: An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman will be included in this acquisition's solicitation and contract. The formal reply shall include a statement of interest, statement of qualifications, and a statement as to whether the offeror has any existing contracts where this effort would fall within the existing scope. Limit responses to 10 pages. The US Government will only review the first 10 pages. All small business and disadvantaged sources should identify themselves as such and provide their company's name, address, telephone number, and a Point of Contact (POC). Identify any proprietary information. The Government will use the information obtained from this market survey to evaluate the capabilities of the marketplace. This synopsis does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB). Do not construe this request as a commitment by the U.S. Government. The Government will not reimburse respondents for any cost associated with submission of the requested information or reimburse expenses incurred to interested parties for responses to this survey.
