Document Type: Sources Sought/RFI Solicitation Number: N/A Response Date: NLT 14 December 2007 Supplies, Equipment and Material Code: 10 Weapons Set-Aside: TBD NAICS Code: 332994 Estimated Value: TBD Estimated Quantity: 6,000 weapons Period of Performance: 3 Years Anticipated Place of Performance: Worldwide Title: Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) Opposing Forces (OPFOR) Rifle Surrogate Systems Indefinite Delivery/Indefinite Quantity Contract Description: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), is considering development of a competitive acquisition strategy to procure OPFOR Surrogate Rifle Systems in support of training at the Armys major training ce nters. The Surrogate Rifles contract will be used by the PEO STRI to provide OPFOR weapons for use in training of our Warfighters at both home station and during rotations to the services major training centers. This contract will establish a refined group of hi ghly qualified contractors capable of rapidly and credibly providing Russian look-alike assault and sniper rifles for use by US OPFOR training forces. The numbers and types of weapons required will be ordered by issuance of delivery orders and/or Performa nce Specification/Training System Requirements Document (TSRD) for each specific requirement. The focus of the contract is to ensure rapid, cost effective and streamlined contracting for delivery of the required products to meet the immediate needs of the Warfighter. The goal is to minimize pre-award acquisition costs at both the ID/IQC and delive ry/task order levels for the Government and Industry in order to better bring scarce resources to bear on providing Warfighter solutions. System Requirements: a. AK 47 Surrogate Rifle: Closely replicate the appearance of the standard AK47 Assault Rifle; Four (4) High Capacity Magazines per weapon; Fire US 5.56 caliber blank ammunition; Must include Blank Firing Adapter that allows weapon to function as normal in either Semi Automatic or Automatic mode and will pass Department of Defense and Service safety certification; Support mounting of US MILES II engagement system b. Surrogate Sniper Rifle: Closely replicate the appearance of the standard Russian Sniper Rifle to include Optics; Multiple round capable with two (2) Magazines per weapon; Fire US 5.56 or 7.62 NATO caliber blank ammunition; Must include Blank Firing Adapter that allows weapon to function as normal and will pass Department of Defense and Service safety certification; Support mounting of US MILES II engagement system Additional Information: 1.
