Description
REQUEST FOR INFORMATION - Product Manager- Soldier Equipment is seeking information regarding Biochemical Analysis for Blast. This notice constitutes a Request for Information only, THIS IS NOT A SOLICITATION; no award will be made for this effort. This request for information is for informational purposes only; this is not a Request for Proposal (RFP). All interested parties are encouraged to respond to this RFI. The Government will not pay for information and materials received in response to th is RFI and is in no way obligated by the information received. 1. Provide support for blast testing of Hybrid III head/helmet systems. This will include onsite support for at least one test series at the blast test site, pre and post-test meeting support, instrumentation of Hybrid III dummy heads and torsos, test pr eparation, and on-site coordination with data acquisition personnel and other test personnel. Vendor should have extensive experience in instrumentation support for Hybrid III testing in a blast environment, and experience in coordinating dummy blast test programs. Vendor should have extensive experience in blast testing, and should have experience in developing blast injury criteria. Vendor should also have experience in testing helmets on Hybrid III dummies in free field blast fields. 2. Provide analysis of dummy and human surrogate data for free field blast and shock tube events. This will include analysis of the potential risk of blast and blunt impact injury from the free field blast and shock events. The analysis will be performed on at least 95 blast events from at least two test series with at least 1200 sensor time histories. The vendor should have extensive experience analyzing blast test events from the laboratory and field using dummy and other human surrogates. In addition, the vendor should have experience developing blast injury criteria and methodologies for assessing injuries in the blast environment. 3. Provide experimental shock tube capabilities of at least 7 inch diameter capable of at least 100 psi incident overpressure. Provide data acquisition with at least 1 MSamples/second for at least 16 channels for high bandwidth data, and provide data acqu isition with at least 100 kSamples/sec for at least 150 channels for moderate bandwidth data. Provide the capability of testing dummy and human surrogates and analyzing test data. Vendor should have extensive experience in analyzing shock tube data for b oth blast and blunt trauma.
