- Description
- The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD), China Lake intends to enter into negotiations for a Cost Plus Incentive Fee (CPIF) contract on an other than full an open competition basis to General Electric (GE) Aviation Digital Systems. The government requires GE to develop a replacement Radar Display Computer (RDC) to replace the existing RDC for the AV-8B aircraft. The replacement RDC shall: 1) fit in the same location and meet the same environmental conditions as the legacy RDC. 2) The SRAs shall have the same form factor, pin out and I/O connectors excepting those changes necessary for enhanced capability. 3) The microprocessor shall be a PowerPC product. 4)The RDC shall include dual redundant power supplies and backup HUD driving capability. 5) The Contractor shall reuse as much of the current legacy RDC design as practical, economical, and feasible. 6) The replacement RDC design shall be backward compatible with the current Radar AV-8B configuration. 7)The Contractor shall update J2, J3, and J5 connector to support: Twenty-four (24) additional discrete inputs, and Two (2) additional video inputs; 8) The RDC shall provide at least two (2) spare card slots for future growth. The government anticipates that ten (10) RDC's will be developed and delivered. Delivery of the contract line items (CLINs) will be FOB destination to the Naval Air Warfare Center Weapons Division (NAVAIR WD), CA 2 years after award. This requirement is limited to GE for the following reason: Smiths Industries, LLC was the original developer of the RDC for AV-8B II+. Smiths also provided all of the engineering support for software updates through out the life of the AV-8B including the Day Attack and Night Attack configurations. Recently, GE purchased Smiths Industries, LLC in total. Therefore, all of the engineering knowledge and expertise related to the AV-8B II+ RDC resides at GE Aviation Digital Systems. This includes specific and unique assembly language that will need to be converted, and experience metting the restrictive and extreme physical environment inside the Harrier Avionics bay. Any firm believing that they can provide the above listed RDC's, clearly showing their ability to do so without compromising the quality, accuracy, and reliability of the data, while achieving the compatibility issues stated above, may submit a written response to be received at the contracting office no later than 15 December 2007. All repsonsible sources may submit a proposal, which shall be considered by the agency. Award of this contract is expected to be on or about 30 April 2008.
