- MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market survey for a portable, low-power and light weight system to manually and/or semi-automatically search, detect, collect, reject, monitor, record, and playback intercepted signals in a large frequency spectrum. All interested sources are encouraged to submit company and product literature, references and any other pertinent information for the Government?s consideration. Product information should include system size, weight, frequency range, tuning accuracy, tuning speed, tuning resolution, instantaneous bandwidth, field programmability, operational and storage temperatures, power requirements, setup time, tear down time, setup/configuration (i.e. GUI on laptop), availability, and cost data. Information should also include full system descriptions and maturity information. Potential candidates may range from prototypes to existing off the shelf solutions. Potential receivers should be capable of the following general characteristics. 1) Operation ? The system shall be capable of operations in manual and unattended modes. 2) Power ? The system shall run on standard AC power, military vehicle power and military batteries or COTS batteries. 3) Frequency Range - As a threshold, the system shall be capable of scanning from 30 MHz to 3 GHz. As an objective the system shall be capable of scanning from 0 Hz to 6 GHz. 4) Scanning rates ? At a minimum the system shall be able to collect spectral data at a rate of 250 MHz/sec with a resolution of 5 kHz. As an objective, the receiver shall have selectable resolution bandwidths for faster scanning or the receiver shall be capable of receiving the entire spectrum instantaneously. 5) Processing ? The system shall be capable of real-time processing and post-processing. Spectral scan shall be configurable so that signal activity or changes in signal activity are reported. Waterfall displays of spectral environment are required. 6) Recording ? As a threshold, the receiver shall be able to record spectrum activity, raw data, I/Q data, and demodulated data for 2 hours. As an objective, the receiver shall be able to record spectrum activity, raw data, I/Q data, and demodulated data for 24 hours. 7) Demodulation ? As an objective the receiver shall be able to demodulate multiple signal types. 8) The receiver shall be able to ?tip and tune? signals to multiple external tuners/receivers for demodulation and recording while the spectral scan continues to run. 9) Environmental ? The system shall meet MIL-STD-810F specifications for Deployment and use by foot soldiers and ground personnel and Deployment and use on land vehicles (wheeled and tracked). As an objective, the system shall also be capable of withstanding shock caused by landing at a rate of 4.9 meters per second. 10) Weight ? The threshold requirement for maximum system weight is 13.2 pounds excluding antennas and batteries. The objective requirement is less than 4 p ounds. Firms having access to demonstrated research and prototyping capabilities in this area are invited to submit literature, not exceeding ten pages of text, which describes the general approach, previous related work, and an estimate of overall costs (rough order of magnitude) in the form of a White Paper.
