- The Office of Naval Research (ONR) is seeking offerors to support their Historically Black Colleges and Universities (HBCUs/Minority Institutions (MIs) Future Faculty Fellowship Program (FFFP). The goal of the program is to develop and attract qualified faculty to Historically Black Colleges and Universities and Minority Institutions with engineering or science and technology (S&T) degrees that have a particular relevance to the Navy?s mission. The contractor will be responsible for providing program management support that will include receiving fellows? applications, assisting in fellows? selections, promoting the program, maintaining a web-site, monitoring and reporting on fellows, monitoring and reporting on fellows progress and continued eligibility, arranging summer internships at Naval research laboratories, overseeing the payment of stipends and tuition, and performing any other functions necessary during the management of the program. The selected contractor will also be required to accept a related grant award for funding of the stipends, tuition, and other applicable costs associated with the fellows or their universities. No fee or profit is allowed on the related grant award. All eligible responsible sources may submit a proposal which shall be considered by the agency. This proposed contract is being considered as a 100% set?aside for Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs), as defined by the clause at 252.226-7000 of the Defense Federal Acquisition Regulation Supplement. Interested HBCUs and MIs should provide the contracting office as early as possible, but not later than 15 days after this notice, evidence of their capability to perform the contract, and a positive statement of their eligibility as a HBCU or MI. If adequate responses are not received from HBCUs and MIs, solicitation number N00014-08-R-0002 will instead be issued, without further notice, as a 100% small business set-aside. Therefore, replies to this notice are also requested from small businesses.
