Description
NASA/ARC has a requirement for a commercial, high-performance remote-sensing IR spectroradiometer to conduct radiometric measurements and characterize IR electro-optic systems for laboratory and field applications. NASA/ARC intends to purchase the item from CI Systems Inc, of Simi Valley, CA, under the authority of FAR 13.106-1(b), for the acquisition of supplies or services determined to be reasonably available from only one source. The remote-sensing IR spectroradiometer from CI Systems, model SR5000, has the unique capability to interface completely with existing NASA equipment, including CI Systems? blackbodies and collimators. The specific requirements include the following: 1) SR5000 Optical Head and Electronics (includes Win XP Pro Compatible OS and Desktop PC; 2) 5? Aperture Size (optimized); 3) Low weight with low height and length form factor; > 60 lbs, >10? H, >30? L; 4) Integrated optics and controller (one unit); 5) Spectral Range: 0.24 ? 14.5 um; 6) Radiometric Range: 0.4 ? 30um; 7) Motorized Aperture Wheel with 8 FOV's; 8) Circular Variable Filter Based, Bandwidth 2.3um to 14.5um 9) Multi-detector capability and field interchangeability: InSb Detector, LN2 Cooled, Bandwidth 1.0um to 5.5um; MCT Detector, LN2 Cooled, Bandwidth 3.0um to 14.2um; MCT and InSb Detector, Bandwidth 1.0um to 14.2um. 10) Internal IRIG-B for global time monitoring. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 05 December 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
