- Description
- The 708th Armament Systems Group (708 ARSG), 308th Armament Systems Wing (ARSW), Eglin AFB, FL plans an acquisition for a Joint Capabilities Technology Demonstration (JCTD) of a Hard Target Void Sensing Fuze System (HTVSF), a cockpit programmable system that will provide multi-delay arming and detonation as well as void sensing functions for a BLU-113 or BLU-109 weapon to penetrate and destroy hardened targets protected by multiple layers of reinforced material. Additional technical details are available on FedBizOps (www.fbo.gov) under Industry Day notifications posted on 11 July 2007 and 28 August 2007. Two contractors will be selected for award of separate JCTD contracts to design, test, and demonstrate the capabilities of each of their proposed HTVSF systems to meet the requirements specified in the System Requirements Document. The SRD is available on FedBizOps under Industry Day Notification - Hard Target Void Sensing Fuze System, HTVSF Draft Documents, posted 19 July 2007. During a planned 27 month period of performance, the two JCTD contractors will be evaluated against predetermined evaluation criteria, and one will be selected to deliver 20 residual HTVSF JCTD assets and to be awarded a follow-on System Demonstration and Development (SDD) contract. The single SDD contractor is expected to receive a sole-source follow-on production contract award for production of the HTVSF. Pending a final determination regarding foreign source participation, the Government anticipates awarding one JCTD contract under full and open competition and the other under a competition restricted to U.S. sources only; although, the Government reserves the right to pursue a Small Business Set-Aside. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL OR AN INVITATION FOR BID AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. Responses to this synopsis will be considered with respect to the contractor?s capabilities to meet the HTVSF requirements for JCTD and potential follow-on SDD and production contracts; however, responders will not be provided the results of the Government assessment of their qualifying packages. Responses to this synopsis should be submitted for receipt by the Government within 15 days of the publication date and must state whether the potential source is a small business concern IAW FAR 52.219-1.
