NOTE: THE PREVIOUS SOLICITATION IS DELETED AND REPLACED WITH THE FOLLOWING: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-08-T-0008, and a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract is contemplated. Multiple awards are contemplated. In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-20 effective 6 September 2007. The North American Industrial Classification Code (NAICS) 611699 with a business size standard of $6.5 million applies to this procurement. This procurement is 100% small business set-aside. The DPAS rating for this procurement is DO-C9. FOB point is Destination. All responsible sources may submit a quote which shall be considered by the agency. The Naval Special Warfare Development Group (NSWDG) has a requirement to procure the following: Section B Schedule of Supplies/Services NOTE: The Period of Performance for CLINs 0001 through 0006 is 17 December 2007 through 16 December 2008. The Period of Performance for CLIN 1001 through 1006 is 17 December 2008 through 16 December 2009. The Period of Performance for CLINs 2001 through 2006 is 17 December 2009 through 16 December 2010. Location for all CLINs is 50 mile radius of the Parachute Tactical Training Facility (PTTF), Marana, Arizona. Inspection/Acceptance at Origin by Government applies to all CLINs. The vertical wind tunnel must be located within fifty (50) miles of Marana, Arizona. The vertical wind tunnel must have a chamber with a minimum diameter of 14 feet. Air-to-Air Video Instruction. Instructor must have a demonstrated level of expertise which includes a minimum of five (5) years as an air-to-air video instructor. Instructor must have a demonstrated level of expertise which includes twenty-four (24) months of previous history with Special Operations Forces (SOF). Instructor must have a demonstrated level of expertise which includes familiarity with parachutes and ancillary equipment used, all types of video and still imaging equipment, helmet construction, and the associated safety concerns of parachuting with camera equipment. Vertical Wind Tunnel Instructors. Instructors must have a demonstrated level of expertise which includes a minimum of two-hundred (200) hours of vertical wind tunnel instruction. Free Fall Instructors. Instructors must have a demonstrated level of expertise which includes a minimum of two thousand (2000) jumps teaching extreme attitude recovery (vertical free fall), or four thousand (4000) jumps teaching belly flying. Parachute Rigging Services and Instruction. Rigging instructors must possess a current FAA Master Parachute Rigger License. Master Riggers will oversee and conduct the packing of main parachutes for the PTTF Instructor Staff. All contractors must be located within a 50 mile radius of Marana, Arizona. Air-to-Air Video Support. Instructors must have a demonstrated level of expertise which includes providing video support services with a minimum of two thousand (2000) logged air-to-air video jumps. Instructors must have logged jumps filming autonomous-delivery payloads (unmanned parachute bundles) to provide usable feedback for experimental jump systems. Additional Specifications. Instructors must be familiar with all NSWDG parachuting and ancillary equipment used during Joint Basic Military Free Fall (JBMFF) and Joint Military Tandem Training Basic (JMTTB) courses. Instructors must be familiar with NSWDG basic military course curriculum, airborne operations, policies and procedures. Contractors must be available to NSWDG for a minimum of twelve (12) weeks of training in Arizona each year. Contractors must be available with a minimum of thirty (30) days advance notice of training support needs. All Free Fall, Canopy Control and Air-to-Air Video Instructors must be World Class Level of Performance which is critical to the success of training associated with this procurement. Contractor must have skills at a competitive world level. The exception to this requirement is for Canopy Control and Air-to-Air Video instructors. Contractors must be able to accommodate short-notice changes to a training commitment underway due to weather, aircraft, or other issues demanding a schedule adjustment. This could include nights, mornings or weekends. A minimum of two (2) with a maximum of twelve (12) instructors may be required for all NSWDG Air-Operations Training Course. The contractor will be provided 30 days advance notice of the government?s requirements. FAR 52.209-1 Qualification Requirements (Feb 1995) FAR 52.212-2 Evaluation Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Competence Past Performance Price Technical and past performance, when combined, are significantly more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Except as specified herein, no order, statement, or conduct of Government personnel who visit the contractor?s facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the Changes clause in Section I. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof. FAR 52.216-18 Ordering (Oct 1995) (a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from date of award through 72 months. (b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control. (c) If mailed, a delivery order or task order is considered ?issued? when the Government deposits the order in the mail. Orders may be issued orally, by facsimile, or by electronic commerce methods only if authorized in the Schedule. FAR 52.216-19 Ordering Limitations (Oct 1995) (a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than 100 hours for wind tunnel rental, 45 days for air-to-air video instruction, 54 days for air-to-air video support, 52 days for wind tunnel instruction, 10 days for free fall instruction, 10 days for parachute rigging services and instruction and 10 days for canopy instructors, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract. (b) Maximum order. The Contractor is not obligated to honor; i. Any order for a single item in excess of 500 hours for wind tunnel rental, 90 days for air-to-air video instruction, 180 days for wind tunnel instruction, 100 days for free fall instruction and 100 days for canopy instructors. ii. Any order for a combination of items in excess of 500 hours for wind tunnel rental, 90 days for air-to-air video instruction, 180 days for wind tunnel instruction, 100 days for free fall instruction and 100 days for canopy instructors iii. A series of orders from the same ordering office within three (3) days that together call for quantities exceeding the limitation in subparagraph (i) or (ii) above. (c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) above. (d) Notwithstanding paragraphs (b) and (c) above, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within two (2) days after issuance, with written notice stating the Contractor?s intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source. FAR 52.216-22 Indefinite Quantity (Oct 1995) (a) This is an indefinite-quantity contract for the supplies or services specified and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract. (b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the ?maximum?. The Government shall order at least the quantity of supplies or services designated in the Schedule as the ?minimum?. (c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations. (d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor?s and Government?s rights and obligations with respect to that order to the same extent as if the order were completed during the contract?s effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after one year from date of the last order.
