Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This requirement will be satisfied using commercial acquisition procedures specified in FAR Parts 12 and 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number HSCG38-08-Q-610003 is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20. The applicable North American Industry Classification Standard Code is 336413. The small business size standard is 1,000 employees. This is an unrestricted solicitation. The U.S. Coast Guard C-130J Aircraft Project Office (APO) intends to award a firm-fixed price purchase order for External Fuel Tanks, P/N 305J001-11, Quantity of ten (10) each; Fuel Tank Pylons, P/N 3342121-1, Quantity of ten (10) each; Ship/Storage Containers, P/N TPO250-7403, Quantity of ten (10) each. An option to purchase additional quantities of two (2) each for all part numbers should be included in offerors proposal. All responsible sources may submit an offer that will be considered. Interested persons may identify their interest and capability to respond to the requirement. Offerors may propose on any or all items. Offerors may propose new or overhauled items. If proposing overhauled items, all overhauls must have been performed in accordance with the following manuals: Structural Repair 1C-130A-3 Change 29 dated 01 August 2007; System Peculiar Corrosion Control 1C-130A-23 Change 18 dated 01 September 2007; Nondestructive Inspection Procedures 1C-130A-36 Change 50 dated 15 June 2007; Aircraft Scheduled Inspection and Maintenance Instructions 1C-130A-6 Change 13 dated 01 April 2007. Offerors are encouraged to provide any warranty information that may be provided. Previously submitted offers for combined synopsis/solicitations HSCG38-07-Q-610015 and HSCG38-08-Q-610001 will be considered. The Coast Guard cannot provide specifications, plans, drawings or other technical data. Delivery will be made to USCG, Aircraft Repair and Supply Center, Receiving Section, Bldg. 63, Elizabeth City, NC 27909-5001. F.O.B. Destination is requested as the F.O.B. point for the Deliverables. Requested delivery is six months after receipt of order, earlier deliveries will be accepted. Packaging, packing, and preservation shall be in accordance with best commercial practices to enable shipment to destination and transshipment to Coast Guard units without repackaging or incurring damage during shipment and handling. Packaging material shall not consist of the following: popcorn, shredded paper, Styrofoam of any type, or peanut packaging Items shall be individually packaged and labeled. Labeling shall include the appropriate Part Number, Nomenclature, Quantity, Purchase Order and Line Item Number. Labeling data shall be attached to the outside of the shipping container. Bar coding is not required. The contractor shall furnish a Certificate of Conformance in accordance with Federal Acquisition Regulation (FAR) clause 52.246-15. Certificate of Conformance must be submitted in the format specified in the clause.
