- The Utah Air National Guard intends to issue a Brand Name/Sole Source Award under the authority of 10 USC 2304(c)(1) and FAR 6.302-1(a)(2)(iii) to Alarm Control Systems, Inc for the testing, inspection and minor repairs to fire alarm, fire suppressio n and fire sprinkler systems and software at the Utah ANG Base. Brand name procurement is justified in the best interest of the government to supplement existing fire alarm equipment and system software already in place and originally procured using full a nd open competition. The main panel and software interface with the various buildings and provide current operational status to the Fire Station, Security Forces Center and Alarm Control. The contractor receiving this award must be able to integrate full y with current Alarm Control Systems equipment/software in place. If other than brand name the offer must include all testing, evaluations and documentation substantiating evidence of successful system integration capability. Failure to integrate and/or cause service interruption would put government property and personnel at risk. The anticipated award date is 30 November 2007. This notice and synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additi onal information included in this notice. This announcement constitutes the solicitation, issued as a request for quote (RFQ). Submit written offers (oral offers will not be accepted), on Solicitation Number F9N6CE7305A001. Firms or individuals respondi ng must be registered with the Central Contractor Registration (CCR). CCR registration is available at www.ccr.gov. This solicitation is issued as a small business set-aside. North American Industrial Classification Standard 561990, Size Standard $6.5 mill ion applies to this procurement. FOB: Destination for delivery to the Utah Air National Guard (ANG) Base, 765 North 2200 West, Salt Lake City, Utah 84116. Delivery time shall be 30 November 2007. Offers must include: DUNN and Bradstreet number, Cage Cod e, Tax Identification Number, business size and type, payment terms and completed copy of FAR 52.212-3 Offeror Representations and Certifications Commercial Items or have a current copy available on ORCA (www.orca.bpn.gov). CLIN 0001 - Testing and Inspec tion of Fire Alarm, Fire Suppression, and Fire Sprinkler Systems throughout the Utah ANG Base. All inspections are done in accordance with NFPA standards, local building and fire codes, and manufacturers recommendations. The price shall include annual tes ting of all of the systems in 31 buildings on base and the Francis Peak facility. The price shall also include monthly man hours to inspect, trouble shoot, and support Delta Fire. The inspection of the systems will include testing the following: all the c ontrol panel functions, battery backup, audio/visual devices, all pull stations, all smoke detectors, heat detectors, linear heat detection (foam systems), UV/IR flame detectors (foam system), check quantity and quality or AFFF foam, test release circuits on foam, pre-action and suppression systems, test valves and flow switches, alarm transmitters and receivers, run and test fire pump and check pressures, water flow switches, tamper and PIV switches, release circuits, and complete annual inspections of the Fire Sprinkler systems. This price also includes labor needed to research and locate trouble conditions that may arise on any of the systems, as well as repairs of minor problems such as replacing batteries, replacing bad devices, or taking care of minor wiring problems. Upon each inspection the systems will be properly tagged with State Inspection tags and written report will be forwarded to the Contracting Officer verifying the status of the system and listing any deficiencies or recommendations. Peri od of service will be from 30 Nov 2007 29 Nov 2008. CLIN 0002 Option Year 0001, Testing and inspection of all systems and buildings listed in CLIN 0001. P eriod of Service will be 30 Nov 2008 29 Nov 2009. CLIN 0003 - Option Year 0002, Testing and inspection of all systems and buildings listed in CLIN 0001. Period of Service will be 30 Nov 2009 29 Nov 2010. CLIN 0004 - Option Year 0003, Testing and ins pection of all systems and buildings listed in CLIN 0001. Period of Service will be 30 Nov 2010 29 Nov 2011. CLIN 0005 - Option Year 0004, Testing and inspection of all systems and buildings listed in CLIN 0001. Period of Service will be 30 Nov 2011 29 Nov 2012.
