- NAICS Code: 541380 MODIFICATION 1-The purpose of this modification is to set this requirement aside 100% for small business. With a small business size standard of $11 million. In accordance with FAR Part 12 Commercial Acquisition Procedures, the U.S. EPA ORD, National Homeland Security Research Center requires a Biocontainment Suite Commissioning in the Andrew Breidenbach Environmental Research Center Facility. In 2006, a Biocontainment Suite was decommissioned to allow installation of a new stand alone heating and air conditioning system. Construction entailed removal of all the old ductwork, and installation of new ductwork and air handling valaves. The Biocontainment Suite is currently configured as a biosafety level-2 plus laboratory. This laboratory has new hard ducted, single pass biosafety cabinets, generator emergency power, epoxy sealed walls, and floors, its own stand alone heating and air conditioning system, double interlocking door autoclaves, and a heat inactivation tank for all liquid wastes leaving the facility. Now that the construction and installation of the new heating and air conditioning system is completed, the modified facility must be tested for safety. The contractor shall review the plans and drawings, the actual construction, and then test the adequacy of the Biocontainment Suite for use as biosafety level-2 laboratory. A written report documenting the findings of this testing will be required. If the contractor finds that the facility is unsuitable for use at biosafety level 2, then the report shall contain detailed information specifying the corrective measures needed to make this facility a biosafety level 2 laboratory. This procurement will be 100% set aside for small business with a size standard of $11 million. The applicable NAICS code is 541380. Award will be made using a Best Value Analysis. All responsible sources considering themselves qualified may submit a quote which shall be considered by the Agency. Any firm believing itself capable of providing the required commissioning must request a copy of the RFQ in writing within fifteen (15) days of electronic posting of this notice.
