- The Capital District Contracting Center, USA Contracting Agency, Fort Myer, 101 Bloxon Street, Bldg 205, Suite 213A, Ft Myer, Virginia is soliciting REQUESTS FOR INFORMATION (RFI) from potential industry sources to provide all labor and materials nec essary to construct five (5) outdoor Press Stands, at designated locations within the National Capital Area, in the event of a State Funeral for national television coverage. **This RFI is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of the Government to acquire any services. Additionally, the Government may utilize any information submitted by interested parties to assist in developing a statement of work and/or statement of objectiv es that could potentially result in a competitive solicitation. We advise offerors not to submit any information that they would not want to be used for this purpose. The award will be a Firm Fixed Price Blanket Purchase Agreement with one base year peri od plus four option year periods. The FSC Code is Y199 and the NAICS Code is 236210 BACKGROUND: The contractor shall provide the contracting officer with a price estimate, proposed construction, and list of materials used for construction of the stand, bull-pan, stairs, and bunting. 1. The contractor shall provide the contracting officer with a price estimate, proposed construction, and list of materials used for construction of the stand, bull-pan, stairs, and bunting. Time Frame: All press stands sh all be erected within twenty-four hours from the notification by the contracting officer, or their representative, of the demise of the public official to the contracted agency. The press stands shall remain in place for six days from the date of notifica tion. 2. Dimensions: 4 (four) press stands shall measure 10 in width, 80 in length, and 5 in height. Variation in these dimensions shall be accepted, if approved by the contract officer. 1 (one) press stand will be two-tiered (24Wx7Dx63H, detail s attached ANG Press Riser). 3. Stability: Each press stand shall be able to support at least thirty adult individuals, weighing an average of 180 lbs. They must also be able to support at least 500 lbs. of camera and sound equipment. 4. Railing: Th e contractor shall construct a safety railing that encircles each press stand. The railing must meet OSHA guidelines. 5. Entry/Exit Points: Each press stand shall have two sets of stairs at the rear of the stand. One set for entrance, and one set for exit. The steps shall be sturdy enough to support 250lbs, be at least 5 in length, have a sturdy railing on both sides, and have a grade conducive to carrying equipment up the stairs. 6. Type of Terrain: Site 1 The erection of this press stand shall be on solid level concrete, with no obstacles. Site 2 The erection of this press stand shall be on slightly uneven solid ground. However, the saturation of this ground is an unknown factor at the time of the event. The contractor should plan for the w orst scenario. 7. Bunting: Black-pleated bunting, fit for a nationally televised funeral service, shall surround each press stand. The bunting shall reach from the top of the stand to the ground. The contractor shall secure the bunting at the top and t he bottom of the press stand. The bunting should be able to withstand at least a 25 mph wind. 8. Other Construction: Each press stand shall have a 6 bull-pen in the front and rear of the stand. The bullpen can be made out of black chain or rope. T he bullpen chain or rope must be at least 3 off the ground. 9. Regulatory requirements: All construction must conform to OSHA requirements. 10. Chairs: The contractor shall provide 25 folding chairs at each site. CONCLUSION: The Government prefe rs that no proprietary or confidential business data be submitted in response to this RFI. However, The Government would like any information relating to the p otential services required that potential service providers have in place such as: contract number, who the contract is with, and any other information relevant to the contract such as price list, etc. All in formation in response to this RFI shall be se nt via email to sherry.carner@fmmc.army.mil or be faxed to 703-696-6585. Responses should be received in this office no later than 12:00 p.m. (EST) 04 January 2008. All offerors must be Centra l Contracting Registered (CCR) to participate in this RFI. Responses should include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. All correspondence concerning thi s RFI should reference and refer to RFI Number W91QF7-08-I-0001.
