Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation 20029779(1) is issued as an invitation for Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-21, effective 07 Nov 2007. Item 0001- Quantity 200 each, thermal monocular kit; Item 0002 -Quantity 100 each 3x extender lens for thermal monocular Description of requirement is as follow: Thermal Monoculars and Extender Lenses 1. Objective/ Customs and Border Protection (CBP) is seeking Quotations in an effort to issue a contract for Thermal Monoculars and Extender Lenses for the Office of Border Patrol (OBP). Detailed specifications for both the monoculars and extender lenses are provided in Section 2; however, significant key features of both items include, but are not limited to the following: -Small and light weight, using ultra lightweight materials and miniature thermal sensor technology -Completely self-contained with extended battery life, using standard batteries -High grade Germanium lens -Eyepieces with built-in eye relief, focus, -Versatile, with NTSC video output -Ruggedized -Battery life is more important -No laser on the sight -Capable of hot-swap with battery. 2. Specifications THERMAL MONOCULAR Sensor Micro bolometer, Detector Uncooled 160x120, Image Size 320x240 2D Interpolated, Thermal Sensitivity <100mK, Spectral Response 7-14um, Objective 25mm Germanium, Polarity White hot/black hot, Field of View 11x8.5 degrees, Adjustment/Contrast 10 levels of contrast adjustment, Battery Life Over 4 hours continuous, Battery Type DL123A 3v Lithium, Weight 400 grams, Dimensions 13.75cm x 7.25cm x 6.5cm, Display OLED 640x480 format, Diopter +6/-4, Eye Relief 27mm, Retinal Settings 5 reticule settings, with internal ballistic adjustment, Video Output NTSC Composite Video. Monocular Kit : Monocular / Soft carry case / Two 3 volt lithium batteries / Neck lanyard / Objective lens cap / Operators manual / Lens cleaning pad / Demist shield / Shoulder strap / Open eyecup / Video output plug / Monocular Accessories / 3x lens / A date for delivery TO BE DETERMINED and delivery address is Customs and Border Protection, 7400 Meridian Place, Suite A, Albuquerque, NM 87121. This solicitation incorporates one or more solicitation provisions and clauses by reference with the same force and effect as if they were given in full text. The full text of the regulations can be accessed on the internet at http:/farsite.hill.af.mil. 52.212-1, Instructions to Offerors--Commercial; 52.212-2, Evaluation - Commercial Items (Jan 1999) a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, is determined most advantageous to the Government, cost/price and other factors considered. Evaluation criteria shall consist of Technical Capability, Past Performance and Price. The contract resulting from this solicitation will be awarded to the responsible offeror submitting a technically acceptable offer, have acceptable past performance and the lowest evaluated price. By submission of an offer, the offeror self-certifies compliance with all of the requirements contained in the solicitation and specifications. (Offerors are required to submit monocular specifications with quote). Technical Capability is a pass/fail factor. The Government reserves the right to make an award to other than the lowest priced offeror. Parties responding to this solicitation may submit their offer in accordance with standard commercial practice (e.g. company letterhead, formal quote form, etc) but must include the following information: 1) Company complete mailing and remittance addresses, 2) discounts for prompt payment if applicable; 3) CAGE Code; 4) Dun & Bradstreet number; 5) Taxpayer ID number; 6) Statement of conformance with specifications; 7) Sufficient technical information to evaluate for specification compliance.
