- Description
- The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Carl Zeiss Microimaging, Inc., One Zeiss Drive, Thornwood, NY 10594, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is a preventative maintenance and repair agreement for Carl Zeiss LSM 510, LSM PASCAL and Radiance 2100 confocal microscopes for a base year, commencing o/a December 1, 2007, and four (4) consecutive one-year option periods. All of the instruments to be covered under the proposed agreement have been under continuous service by Carl Zeiss Microimaging, Inc. since the original purchase through manufacturer warranty and annual maintenance agreements. Covered equipment is as follows: LSM 510 UV/META with one microscope (S/N 851295); LSM PASCAL VarioTwo UGB with one microscope (S/N 1213000124);LSM 510 NLO/META with one microscope NDD 2CH (S/N 850733); LSM 510 NLO/META with one microscope (S/N 851366); LSM 510 vis meta with one microscope (S/N 2434000116); and Radiance 2100 (S/N R21N0130501). To ensure the reliability of the data being collected and used in the various NIEHS research projects, it is critical that the instruments be systematically maintained by manufacturer qualified engineers. Carl Zeiss Microimaging, Inc. is the original manufacturer of the instrumentation and is the only known source that has the diagnostic equipment, OEM parts, and trained engineers to maintain and repair these sensitive instruments. The instrumentation also includes proprietary software that requires Carl Zeiss engineers for installation, maintenance, upgrades, and trouble-shooting. Additionally, these instruments incorporate several proprietary technologies and use patented parts not available from other manufacturers. Respond to this requirement by submitting written capabilities/specifications to the Contract Specialist at the above address. This notice of intent is not a request for competitive proposals; however, all responses received within 3 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received within 3 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Carl Zeiss Microimaging, Inc. The NAICS Code/Size is 811219/$6.5 M. This purchase is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items.
