- Description
- The California Institute of Technology?s Jet Propulsion Laboratory (JPL), operating under a prime contract with the National Aeronautics and Space Administration (NASA), seeks cleanroom services in support of numerous technical facilities located in Pasadena, California. INTRODUCTION - JPL supports numerous technical facilities and projects requiring cleanroom services to ensure compliance with the applicable requirements of JPL projects? contamination control plans. The cleanroom services generally include garments and cleanroom supplies necessary to support multiple classification levels as well as varying activities in the assembly, integration and test of spacecraft and instruments developed and produced at JPL. BACKGROUND - This work scope is currently being performed by nine (9) full-time technicians, who are subcontractor personnel, located at JPL, and managed by JPL?s Technical Facilities Management Group. The technicians? experience spans two (2) to eighteen (18) years. Cleanroom personnel were also required to lift a minimum of seventy (70) pounds, climb ladders, work at least ten (10) feet above the ground and enter crawl spaces. TRAINING - Cleanroom personnel were trained on JPL processes and procedures required for cleanroom services, which included: (1) Asbestos awareness; (2) Blood-borne pathogens; (3) Cleanroom Fundamentals and Practices; (4) Confined space entry; (5) Electrostatic Discharge-ESD Control; (6) Export regulations; (7) Fall protection; (8) Forklift operations; (9) Hazard communications/Chemical safety; (10) Information Technology Security; (11) JPL Critical hardware handling; (12) Laser safety; (13) Planetary protection; and (14) Other required JPL-specific training. STATEMENT OF WORK - Unless otherwise specified in this synopsis, the contractor shall provide all resources necessary to ensure each cleanroom, controlled environment clean tent, and clean bench are in compliance with the required certified classification level in accordance with JPL?s requirements that are stated in the requirements section of this document. The average annual work scope comprises approximately 100,000 sq. ft. and two hundred (200) cleanrooms, controlled areas, ante rooms, equipment rooms, gowning rooms, air showers, clean tents and clean benches located at JPL. On the average, ninety (90) cleanrooms and thirty (30) controlled environments are active and maintained while others are set up or shut down as project activities demand. Cleanrooms, controlled areas, and laminar flow benches re-certifications are generally scheduled on a six (6) month basis, or as requested by the customer based on projects requirements. REQUEST FOR PROPOSAL: RFP #AH-2661-777931 for Cleanroom Services has been posted electronically to the JPL website at: http://acquisition.jpl.nasa.gov/rfp/ which requires a User Name and Password.
