Description
The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, fixed price, labor hour, indefinite delivery indefinite quantity type contract under Federal Acquisition Regulations (FAR) Part 15, with Motorola, Inc., of Schaumburg, IL, under Request for Proposal (RFP) E003026. The government intends to solicit and negotiate with one source under the authority of FAR 6.302 Circumstances permitting other than full and open competition. This notice will be distributed solely through the General Services Administrations Federal Business Opportunity (FBO) web site (www.fedbizopps.gov). Motorola is to provide FM land mobile radio (LMR) equipment, supplies and services to support system upgrades and technology enhancements for the purpose of maintaining the existing land mobile radio system. Based on market research via contact with vendors, members of the government technical community, trade shows, trade journals and the world wide web, it has been determined that the FBIs requirement can only be met by Motorola, Inc. The existing LMR system, implemented across the United States, including Hawaii, Alaska, Puerto Rico and Guam, was built by Motorola and employs a unique encoding design. The necessary upgrades and enhancements must be compatible with the existing LMR system. The LMR system upgrades and technology enhancements are proprietary to Motorola, Inc. This Notice of Intent is not a request for competitive quotations, however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 2:00 EST, December 19, 2007, by facsimile only, to the attention of Mrs. Margaret D. Einspahr, Contracting Officer, at (703) 632-6103. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. The North American Classification System number is 334220, and the size standard is 750 employees. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. See Numbered Note 22.
