- Description
- The Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, is performing a market research to determine potential sources in preparation for a future procurement. THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The OAR/NVFEL has a requirement for a contractor to provide Gas Cylinder Management Services for various compressed bottle gases and concentration levels. See Attachment A for a list of gases, concentration levels, and estimated quantities per year. The contractor shall supply all necessary services, qualified personnel, materials, equipment, and supplies for classification, identification, and labeling of cylinders, developing the Min./Max. Inventory, and managing the inventory. The contractor shall not be onsite at EPA, but manage the inventory from its facility and make deliveries to EPA to maintain the Min./Max. Levels. The contractor shall also be able to respond quickly to fluctuations in gas quantities required based upon testing conducted at the EPA Facility. It is anticipated that this will be a Blanket Purchase Agreement (BPA) with a One Year Base Period and Four One-Year Option Periods with fixed prices for each gas and concentration level and gas cylinder management. The purpose of this synopsis is to gain knowledge of potential qualified sources, their capability and experience, and their business size. Your response should include your Company?s name, address and business size. Any interested firms must also submit a capability statement which demonstrates the firm?s ability and experience in performing the tasks described above. See Attachment A for a list of gases, concentration levels, and estimated quantities per year. Indications of interest by small business concerns without required information regarding capability and eligibility will not be considered in a small business set-aside determination. Specifically, indicate if you are a: HUBZONE, HUBZONE 8(a), 8(a), Small Disadvantaged Business (identify disadvantaged group) or Large Business in relation to this NAICS Code 325120 with a standard size of 1,000 employees. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. The intended contract shall provide the Government the option to extend the contract in one-year increments for a base year and four option years. After review of the responses to this notice, a solicitation may be published in the Federal Business Opportunities (FEDBIZOPS) at a later time. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. The EPA reserves the right to set this action aside for small businesses. All interested offerors will have to respond to any future solicitation announcement regarding this requirement in addition to responding to this sources sought announcement.
