Description
The purpose of this amendment is to: (1) Delete ATTACHMENT NO. 1, entitled, STATEMENT OF WORK, in its entirety and replace with the following in lieu thereof: ATTACHMENT NO. 1 -- STATEMENT OF WORK -- BACKGROUND: The U.S. Nuclear Regulatory Commission (NRC) Technical Library supports the mission and strategic goals of the agency. The Library provides resources and services for accurate, timely information and document identification and retrieval. The staff of the Technical Library acquires, processes and maintains collections of scientific and technical materials essential for the NRC?s regulatory activities. The NRC Library currently subscribes to approximately 300 serial titles, both domestic and foreign. Most are scientific in nature, but general magazines are received as well as legal journals. Subscriptions to these serials are necessary to provide current information and research on subjects of vital interest to NRC staff in performing their duties. Because of the number of titles involved, the services of a subscription agent are required. SCOPE OF WORK: The Contractor shall provide all necessary facilities, supplies, and qualified personnel except as specified or otherwise provided herein, to successfully perform all tasks stated herein. OBJECTIVE: The purpose of this contract is to provide serials subscription services to the NRC Technical Library for placement of new and renewal subscriptions to single or multiple addresses for domestic and foreign serials and periodicals published in paper and other formats, and for related services. DEFINITIONS: Bill Laters - are orders that could not be filled by the supplier when originally placed, but are kept on file pending availability of the material. Serial - means any publication issued in successive parts, usually (though not always) at regular intervals, and intended to be continued indefinitely. Serials include, but are not limited to, periodicals, magazines, journals, yearbooks, transactions, proceedings and numbered monographic series. Serials may be published in any medium or format including electronic, print, microform or other non-print media. Serials may be available for purchase (traditional print) or license (as with electronic journals). ?Licensing? refers to terms and conditions required by the owners of proprietary systems, software or intellectual property regarding the terms of its use. Licensing for electronic journals refers to a contractual agreement between the publisher and the NRC regarding terms of use of electronic content. ?Subscription? means serial or periodical publication and related services. It also shall designate back issues of serials or periodical publications, if available from the publisher. GENERAL REQUIREMENTS: The Contractor shall provide subscription services that would include all of the tasks necessary to execute and manage orders for new and renewal subscriptions to serial publications. These tasks fall into four critical areas: (1) Ordering subscriptions, (2) Ensuring timely prepayments, processing refunds, claims, supplemental and bill later charges, (3) Ensuring timely and complete delivery of ordered subscriptions, and (4) Providing reports and other administrative support for serials management. BASIC SUBSCRIPTION SERVICES: The Contractor shall provide subscription services for all subscriptions in all media generally available via agents from foreign and domestic publishers. The Contractor shall provide and/or meet the following MANDATORY requirements for this contract : (1) All titles on the subscription order list, (2) Subscriptions offered to the Government at a price that is either discounted or does not exceed the current publisher's price. The service fee or discount offered by the Contractor shall be applied to the actual subscription price paid by NRC. The service charge shall be applied to debit invoices only. No administrative charges are to be applied to credit invoices, (3) Price inclusive or discounted access to the electronic journals, if available from the publisher, for renewal subscription orders, (4) Sufficient capital funding on hand to prepay subscriptions as necessary prior to NRC?s initial payment to the Contractor , and (5) Place the renewal subscription orders timely each contract year to prevent subscriptions from lapsing and to avoid gaps in the NRC's Library holdings. The Contractor shall submit to the NRC Project Officer the Annual Renewal Lists for the next calendar year no later than August 1 of each contract year. The will allow the NRC Project Officer will make any necessary additions, deletions, or corrections to the Annual Renewal Lists. Estimates for ?bill later? items shall be included. Adjustments for increases in publisher costs, outstanding supplemental and bill later charges, currency fluctuations, additional volumes, etc. shall be paid by the Contractor prior to invoicing NRC for such costs. ORDERING REQUIREMENTS: The Contractor shall place all new and renewal orders with publishers within five working days after receipt of the reviewed title list or individual request. The Contractor shall provide a title list to the Project Officer within 5 calendar days after contract award. The title list, or renewal list, shall be separated by each ship to address, shall alphabetically list all subscription titles ordered or on record for the Technical Library unless the NRC Project Officer requests other sorts of formats. Renewal lists shall contain the following minimum information: (1) Complete Bill to and Ship to address, (2) Account Number, (3) Title, (4) ISSN, (5) Quantity, (6) Frequency, (7) Subscription Period, (8) New, Renewal Subscription added or Bill Later, (9) Price containing the publishers current available rates, (10) Service Charge, (11) All additional titles on record for the NRC Technical Library, but not due for renewal, (12) Unique data for each title, i.e., subject identification. The Contractor shall provide the ability to search the Contractor?s database to determine availability, format and cost prior to placement of an order. The Contractor shall notify the NRC Project Officer by email or phone before invoicing if publications are available only through a direct order arrangement, or discontinued, suspended, or otherwise unavailable or have a title change. A representative list of subscriptions is included. Price quotes shall be based on the publisher?s current price at the time of the contract period. If publisher prices change after firm orders are placed invoiced or items are published, the Contractor will be reimbursed the actual prices determined by the publisher?s current price list plus any service fees for the adjusted amount. ADMINISTRATIVE SERVICES: The Contractor?s assigned technical representative shall be familiar with the needs of federal libraries and information centers to provide in-house assistance (via toll free or local telephone number and email) for each account. The Contractor?s representative shall provide support in account transition from the incumbent and account claims resolution. The representative shall respond to all inquiries within one business day. The Contractor shall support multiple shipping addresses under one billing address. The Contractor shall notify the publisher of any changes in address within five business days of notification from the Project Officer. The Contractor shall provide sample copies of a serial when requested by the Technical Library. CLAIMING: The Contractor shall offer electronic claims services. Documentation on claims procedures/instructions shall be provided, i.e. manuals, reference guides, web documents, etc. at no additional charge to NRC. The Contractor shall place all claims with the publisher within a minimum of five working days after receipt. The Contractor shall also accept rush claims electronically, by telephone, fax, and email and process them within two working days. The Contractor shall include the following information in the claim notice sent to the publisher: (1) Title claimed, (2) Specific issue(s), (3) Date of Contractor?s order to publisher, (4) Order Period, (5) Amount Paid, (6) Proof of payment to the publisher, and (7) Change of address if any. The Contractor shall accomplish all cancellations within five business days upon appropriate notification from the NRC Project Officer. If no funds will be recovered from a cancellation the Contractor shall notify the NRC Project Officer. However, if funds are recovered they must be promptly credited to NRC and no administrative fee shall be charged. The Contractor shall obtain from the publisher replacement copies of serials found to be defective, mutilated, lost in transit, or otherwise missing. The Contractor shall handle claims for any subscription for up to three months after the termination date of the subscription or the expiration of the publication, i.e. the publication of the last issue covered by that subscription period. LIST OF TITLES -- The Contractor shall generate lists of titles by computer, placing them in alphabetical order and showing number of copies, frequency, subscription period, and price. Separate lists are necessary for each ship-to address, and also a master list of all titles in one alphabet. In the case of bill-later items, an accurate estimated price shall be provided. The NRC may request a separate list of bill-later titles from time to time. All lists shall be in black type on standard 8-1/2 X 11 white paper for ease of reproduction. Titles shall be in a consistent, generally accepted form based on current serial cataloging practices. The lists shall be left-justified by title, with all related information, including Headquarters staff ship-to address, under a given title and indented to the right. Lists shall be provided at no additional charge to the Technical Library. SUBSCRIPTION CATALOG: The Contractor shall generate a serials title list which shall be accurate, timely, and properly formatted. The Contractor's annual published catalog shall serve as the basis for titles available from the Contractor, but the Contractor is expected to provide new or obscure titles required upon request by the NRC as a result of any bibliographic research. There shall be few, if any, new titles which the NRC orders that the Contractor cannot ultimately provide. However, the Contractor shall provide all of the mandatory serial titles reflected on the NRC's Renewal Lists. The Contractor shall provide a copy of its annual catalog (preferably online) to the NRC Project Officer no later than March 1 of each year of the contract and at no additional charge to the Technical Library. The catalog shall have as a minimum the following information: 1) Titles, 2) ISSN, 3) Price, 4) Frequency, 5) Format, 6) Enumeration, 7) Title changes, with cross reference, 8) Documented constraints. The Contractor shall regularly inform the NRC Project Officer of title changes and titles that have ceased publication, as this information becomes available. DELIVERABLES/REPORTS: The Contractor shall provide the following deliverables and/or monthly reports as follows: (1) Monthly listing of all outstanding claims and any responses received from the publishers, (2) Monthly notification of any irregularity, or change in status of titles, (3) Monthly report on the status of each unresolved title order, (4) List of NRC current subscriptions, (5) Status of all new orders, and (6) Listing of all NRC bill to or ship to addresses, (7) Annual Renewal Lists. PLACE OF DELIVERY: The subscriptions to be delivered hereunder shall be delivered, with all charges paid by the Contractor to the address listed on the Ship to List. (Attachment 2). OPTIONAL SUPPORT SERVICES INCLUDING NEW SUBSCRIPTIONS AND SPECIALIZED ELECTRONIC ACCESS SERVICES: The Contractor may be required to provide optional support for serials related products and services. The Contractor may be required to place new subscriptions at any time during the year unless prohibited by the publisher. On occasion, the NRC may require that an order request be placed on a rush basis. In such cases, the NRC Project Officer or designee will notify the Contractor by email, telephone or facsimile and request the Contractor to advise the publisher of the order request and place the order within twenty-four (24) hours. The Contractor shall inform the NRC Project Officer of the cost and estimated date within five (5) days of the request from the NRC Project Officer. The Contractor shall provide to the Government, price inclusive or discounted access to the electronic journals, if available from the publisher, for new subscription orders. The NRC Project Officer will notify the Contractor by email, phone or facsimile of any additional subscriptions required under the contract. Contractor may be required to provide electronic services, including but not limited to, electronic versions of the print titles, Integrated Library System (ILS) integration services, links resolution and management access to and management of information about customer?s licenses, special customized collection reports, etc. Subscriptions to journals in electronic and all other formats are included as a subscription service discussed herein. (2) Answer the following question received after the closing date for receipt of questions, but deemed necessary for preparation of the offerors proposal: QUESTION: Can you please clarify: Do we need to quote print only price for each title in addition to the print/online price, or do you only want the print price for titles that are not designated as print/online? To quote print only prices in addition to print/online, means we have to do two complete separate quotes, which may require additional time. RESPONSE: Offerors should only provide online pricing for items designated print + online or online. Publisher licensing fees are NOT to be included. (3) Delete the Paragraph entitled, PROPOSAL REQUIREMENT ? PRICING, under the solicitation in its entirety and replace with the following in lieu thereof: PROPOSAL REQUIREMENT - PRICING: This is a one (1) year contract that includes two additional one-year options. The offeror shall submit an overall cost proposal for the entire period of performance (base period and option periods). All offerors shall submit on separate line items for each year, an estimated price for the subscriptions to be renewed and its handling charge which shall include all costs necessary for providing the services. Contractor should only provide online pricing for items designated print + online or online. Publisher licensing fees are not to be included. For estimating purposes, the offeror should assume an estimated not to exceed amount for rate adjustments and bill later charges which may occur of $6,500 during the base year, $8,125 for Option Year 1, and $10,500 for Option Year 2. OPTIONAL SUPPORT SERVICES: For estimating purposes the Contractor should assume an estimated not to exceed amount for new subscriptions and specialized electronic access services of $20.000 during the base year, $20,000 for Option Year 1 and $20,000 for Option Year 2. Price will not be point scored. (4) Revise Attachment No. 2, entitled, List of Journal Titles. The list of journals in Microsoft Excel format cannot be uploaded in fbo.gov under the combined synopsis/solicitation format.
