- Description
- The Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Office of Contracts (CON), Office of Engineering and Technical Services, Engineering Technical Directorate, Satellite Systems Division, intends to non-competitively negotiate a firm-fixed price (FFP) follow-on contract award with Optimal Satcom, Inc., 1851 Alexander Bell Drive, Suite 405, Reston, Virginia. This follow-on contract will cover license, maintenance, and upgrade of the existing COMPLAN and STAR software. The basis for using "Other Than Full and Open Competition" for this procurement is 41 USC 253 (c)(1) and FAR Subpart 6.302-1 (Only One Responsible Source and No Other Supplies or Services will satisfy Agency requirements). Optimal Satcom, Inc. is the only company known that can provide the COMPLAN and STAR software license and maintenance due to the existence of limited rights or patent rights. The contractor shall provide all necessary software maintenance and support (professional, technical, and other staff as needed for successful contract performance) for the Optimal Satcom, Inc.?s COMPLAN? software and STAR suite (with the Link Analysis, Propagation Analysis, and Antenna Coverage programs). COMPLAN? is a tool that allows the design of satellite transponder configurations with multiple carriers. Frequencies and power levels can be assigned to individual carriers and then optimized to meet required performance levels with minimum power. COMPLAN? also allows the effects of rain, thermal noise, adjacent carrier and co-channel interference, and intermodulation distortion to be included in the transponder being modeled. The STAR suite is used to help manage satellite communications networks and provides data analysis, data reporting, and mapping capabilities. The STAR suite includes a comprehensive database containing thousands of pieces of information on the INTELSAT and New Skies satellite systems and is useful for performing link budgets, analyzing satellite coverage, performing rain analyses, analyzing the effects of satellite inclination, and plotting antenna beams on a world map. The term of the contract will be for a one-year period from date of contract award with options to extend for four additional one-year periods, which may be exercised at the Government's discretion subject to availability of funding. Interested firms must submit adequate documentation of their capability to respond to this requirement in writing within thirty (30) calendar days after the posting date of this notice. All documentation submitted shall be sufficient in depth and detail to allow for an evaluation without the need for added information. The Government will not accept oral or incomplete submissions. A final determination by the Government not to compete this proposed procurement will be based upon the response to this public notice, and is solely within the discretion of the Government.
