- Description
- This is a Notice of Intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-20. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SSSAB) Branch, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order with Yale University,Department of Diagnostic Radiology and Biochemical Engineering to collaborate with NIH/NIMH to perform and oversee the TKM processing in NIH Pet images of the brain tissue radioactivity acquired by the scanner software must be converted into physiologically meaningful images in which the component values are translated into quantitiative measures of parameters such as receptor concentration, blood flow using the process of TKM. The application of TKM constitutes a complex set of operations that typically depend upon the involvement, oversight and quality control of a physicist/chemical engineer who has received highly specialized training and experience in implementing TKM for a variety of PET radioligands. The NIMH IRP Section on Neuroimaging in Mood and Anxiety Disorders (SNMAD) is engaged in several protocols that employ positron tomography (PET) to investigate the binding potential of various types of brain receptors in patients suffering from mood and anxiety disorders. These studies hold great potential for informing clinical neuroscience about the pathophysiology of these conditions which performs the essential services of applying Tracer Kinetic Modeling (TKM) to transform the primary PET image data that NIMH acquire in research studies into quantitative measures of neuroreceptor binding potential. These services are under several NIMH protocols and another source could cause significant delays. The acquisition is being conducted under simplified acquisition and is except from FAR 6 based upon FAR Part 13. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Interested parties may identify their interest and capabilities in response to this requirement in writing within (10) ten calendar days from the posted date of this notice.
