Description
The purpose of this public announcement is to inform the industry of the intent of the Federal Aviation Administration (FAA) to issue a Blanket Purchase Agreement (BPA) to Universal Weather & Aviation, Inc., on a single source basis in an amount greater than $100,000.00, not-to-exceed 5 years. The North American Industry Classification System (NAICS) Code is 488190. This public announcement is being issued in accordance with the FAA Acquisition Management System (AMS) 3.2.2.4 - Single Source Selection Procurement Process. Universal Weather and Aviation, Inc., is the only known source available that has the understanding and expertise to accomplish this unique requirement in accordance with the Performance Work Statement. Other concerns who feel that they have the ability to meet the needs of this requirement are requested to provide written notification (including company name, point of contact, telephone number along with an email address, to the Contracting Officer listed in this notice, with reference made to the market survey number by the closing date of this announcement. Responses should provide information regarding the ability of your company to fully satisfy the requirement. The Government will consider all responses to this market survey prior to further acquisition action. Any information received as a result of this announcement will not be provided to other contractors and will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. The final determination by the Government to issue this requirement on an other than full and open competition basis will be based on responses received as a result of this announcement, and is solely within the discretion of the Government. Responses and/or questions to this market survey shall be submitted in writing to Brenda Elliott, Contracting Officer, no later than 3:00 p.m. Central Time on December 5, 2007. Responses may be sent via email to: Brenda.Elliott@faa.gov; or fax 405-954-9468. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA. No entitlement to payment for direct or indirect costs or charges by the FAA shall arise as a result of submission of responses to this announcement, and the FAA's use of such information. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
