- SOURCES are SOUGHT for Translator software SOURCES SOUGHT SYNOPSIS NOTICE. The Financial Service Center (FSC) Electronic Commerce (EC) Division is conducting a sources sought for Translation software services. The requirements described herein must successfully replace the existing Gentran and Vitria translators to facilitate the processing of multiple health care transactions. Translation services required by the FSC EC Team include the ability to provide data translation, transaction processing, and reporting functions based upon specific hardware, software, and interface specifications. Additionally, the translator product must provide support, recovery, and security functions. The vendor offering the translator product must demonstrate financial stability and provide its translator product and services for a reasonable fee. Primarily, the translator software will be used by subject matter experts (SME) involved in the development and production support of the Electronic Claims (eClaims), Electronic Medicare Remittance Advice (eMRA), Electronic Payments (ePayments), Electronic Pharmacy Claims (ePharmacy), and Electronic Insurance Verification (eIV) initiatives to translate and process data. Secondarily, the translator will be used to provide user customizable reporting, including transaction processing reports and content specific reports in a standard format. Translator services must work on a Microsoft or UNIX server platform and be scalable to meet increased transaction amounts. The software must provide customization based on customer specifications, handle multiple mapping schemas, and provide and regulate scheduled version upgrades, including upgrades to HIPAA ASC X12 standards and code sets as required by mandate (5010). Specifically: 1. The CBO EDI transactions that are processed by the VA FSC include X12N 837 and NCPDP (healthcare electronic claims), X12N 835 (electronic remittance advice and EFT information) and X12N 270/271 (electronic eligibility inquiries and responses). These transactions are currently routed through the Emdeon and PNC Bank clearinghouses. These transactions are received and sent in a flat file or HL7 format from the VA Medical Centers. The VA FSC translates the data to and from the flat file format to X12N/NCPDP transaction sets. 2. The VA FSC processes 160,000 NCPDP transactions per month. Anticipated NCPDP volume in FY08 is approximately 300,000 per month. 3. The VA FSC sends and receives approximately 50,000 eligibility inquiries and responses (270/271) transactions per month. The CBO expects that connections with new payers along with scheduled software enhancements will result in a tripling of the volume. Interested parties capable of providing a COTS software product/bundled suite of COTS products that meet all of the above performance specifications are invited to reply to this notice. All replies must include information detailing the COTS software capabilities, as well as information on the supplying firm's prior history of performing services of a similar nature, size, scope, and complexity to those described. Information supplied in reply to this notice will be used solely for market research purposes to assist the FSC in creation of a possible future procurement strategy. Responses should identify if the translation software complies with all Section 508 standards established by the Architectural and Transportation Barriers Compliance Board (Access Board) or for non-compliant software, identify which standards are not met. Section 508 standards may be found in their entirety at http://www.section508.gov. The purpose of this sources sought notice is to gain knowledge of potential qualified sources. It does not constitute an Invitation for Bid or Request for Proposal, and is not to be construed as a commitment by the Government. Responses to this notice must be received no later than 7 December 2007, 4:00 P.M. central time. Firms responding to this notice should state whether they are, or are not, a small business concern, a service-disabled veteran owned small business, or a HUBZone business concern as defined in FAR 52.219-1 for NAICS Code 511210, small business size standard of $23 million. The Government reserves the right to consider a small business set-aside based on responses hereto. The Government will neither award a contract solely on the basis of this Sources Sought Notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice.
