Description
This is a Sources Sought Notice only. This is not a Request for Quotes/Proposals. A solicitation is not available. The tracking number for this announcement is VA-258-08-RI-0023. The Government will use responses to this Sources Sought Notice to make appropriate acquisition decisions regarding the type of procurement to be utilized to obtain the services. The purpose of this Sources Sought Notice is to identify potential Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) sources that possess the expertise, capability, and experience to provide medical courier services for the Southern AZ VA Health Care Systems (SAVAHCS). The Department of Veterans Affairs, SAVAHCS has a requirement for medical Courier Service to transport biological specimens, x-rays, medical records, medical supplies, pharmaceuticals, and medical equipment weighing less than 60 pounds per box. Courier Service shall include scheduled weekday pickup and or delivery, and non-scheduled pickup and or delivery for multiple locations within Tucson Arizona (one and two-way trips), scheduled pickup and/or delivery service daily originating from Tucson AZ to Yuma, AZ., and occasional unscheduled pickup and/or delivery service from and/or to Tucson AZ (one and two-way trips) from and/or to the following locations: Casa Grande, AZ, Green Valley AZ, Sierra Vista, AZ, Safford AZ, Oro Valley AZ, Marana, AZ and Phoenix, AZ. The contractor shall furnish all labor, personnel, equipment, materials, and transportation for courier services. Contractor must carry a minimum of $1,000,000.00 liability insurance. All couriers transporting specimens under this contract must be bonded and carry cellular phones and pagers for communications purposes. All items must be transported in accordance with all local, state, and federal regulations to include any specified regulations for bio-hazardous material. Hazardous Material License may be required. The contractor must maintain proper temperature in vehicles to preserve medical supplies, specimens and films. The Courier shall provide dry ice and insulated transport containers as needed, to maintain the specimens at the proper temperature. Insulated transport containers may be provided by SAVAHCS for pickup/delivery of specimens. Vehicles or trucks will not be provided. All eligible firms responding to this Sources Sought Notice must ensure their response is complete and sufficiently detailed to allow the Government to determine the firms' qualifications to perform this requirement. The firm must have experience in providing the same or similar services. The minimum level of acceptable experience required is 24-months within the previous 36 months. Interested firms must provide a Capability Statement with the following information: Company Name, Address, Point of Contact, Telephone and Fax Number, Email Address, Business Size, and DUNS Number. Past Performance: List your three most recent contract awards for like or similar work, to include Client's Name, Point of Contact, Phone Number, Description of Services, Dollar Amount, and Period of Performance. This market research does not constitute an invitation for bid or request for proposal and is not to be construed as a commitment by the Government. The Government will not reimburse firms for any cost incurred for their participation as an interested party. All responses must be submitted by email to Sheila.Riley@va.gov; no other method of transmittal will be accepted. All capability statements and questions must be received by Dec 6, 2007. Telephonic requests will not be acceptable. The North American Industry Classification System (NAICS) code is 492110, and the Small Business Size Standard is 1500 employees. All interested parties shall ensure current registration in the Central Contractor Registration (CCR) system (www.ccr.gov), and VETS 100 registration system (http://vets.dol.gov/vets100/) and www.vip.VetBiz.gov in order to receive an award.
