Description
The Program Manager, Night Vision  Reconnaissance, Surveillance, and Target Acquisition, Fort Belvoir, Virginia, together with the U.S. Army Communications  Electronics (CECOM) Acquisition Center, Fort Monmouth, New Jersey, are conducting Market Re search in an effort to identify potential vendors who are capable of providing Azimuth (AZ) Drive Assemblies, Armor Caps, and Armor Azimuth Drives (Rings) for the Commanders Independent Thermal Viewer (CITV) used on the Abrams Tank. This anticipated effo rt will be procured as part of the Horizontal Technology Integration (HTI) 2nd Generation Forward Looking Infrared (SGF) Program. The current source for the HTI SGF CITV is Raytheon Company, Network Centric Systems, McKinney, Texas, under Contract W15P7T- 06-C-M209. Raytheon Network Centric Systems owns the patent for the Isolator Assembly, Government part number 12918648-2 which is a part of the AZ Drive Assembly. This is Market Survey only. Solicitation number W15P7T-08-R-M204 has been assigned to this Market Research and is used for tracking purposes only. There is no solicitation available at this time. This Market Research is for planning purposes only and doe s not constitute a solicitation for bids/proposals. It is not to be construed as a commitment by the Government. All respondents are required to complete the Central Contractor Registration (CCR) process to be considered eligible for any potential Depa rtment of Defense contracts. CCR registration information can be obtained at http://www.ccr.gov/. The Government does not intend to pay for any information provided under this synopsis. The CITV consists of a B-Kit integrated into a 2nd Generation CITV A-Kit. The CITV sights that include the AZ Drive Assemblies, Armor Caps, and Armor Azimuth Drives (Rings) procured in support of the 2nd Generation FLIR program will be delivered to the Ab rams Tank contractor for integration into the M1A2 Abrams System Enhancement Program (SEP). It is anticipated that the Government will acquire approximately 358 each of Azimuth Drives Assemblies, Armor Caps, and Armor Azimuth Drives (Rings) for the CITVs. The AZ Drive Assemblies are an integral part of the CITV that allow the CITV to rotate 360 degrees; the Armor Cap protects the CITV from enemy fire; additionally, the Armor Azimuth Drive (Ring) located at the base of the Armor Cap protects the AZ Drive A ssembly from enemy fire as well. Initial production for the AZ Drive Assemblies, Armor Caps, and Armor Azimuth Drives (Rings) will require initial deliveries to start May 2009. The following performance specification that the supplier will need to meet to be considered fully qualified for the AZ Drive Assembly, Armor Cap, and Armor Azimuth Drive (Ring): MIL-PRF-12987771 (Performance Specification for the Block 1 Commanders Inde pendent Thermal Viewer). The Interface Control Drawing (ICD) the AZ Drive Assembly, Armor Cap, and Armor Azimuth Drive (Ring) supplier will need to meet in order to be considered fully qualified is 19200-12991282 (Interface Control Document for the Block 1 Second Generation FLIR Commanders Independent Thermal Viewer). Raytheon Network Centric Systems owns the patent for the Isolator Assembly, Government part number 12918648-2 which is a part of the AZ Drive Assembly. Interested sources may identify, in writing, their interest and capability to respond to this requirement. The response should be a short introductory description (unclassified) outlining a viable approach that meets the above needs and must address abilit y to provide quality services and products, ability to rapidly respond to production and surge capacity, and the ability to make timely delivery and affordable prices. In addition, a brief outline of Qualifications in Thermal Imaging/Infrared Technology fo r this effort or like efforts. Describe how you will meet projected initially delivery of May 2009 for the AZ Drive Assemblies, Armor Caps, and Armor Azimu th Drive (Rings). Please provide the following information no later than 14 December 2007. Patent held till January 2011. The Government owns drawings that are designated as Militarily Critical Technical Data. Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy o f these drawings.
