Description
A market survey is being conducted to determine if there are qualified SBA HUBZone certified, SBA 8(a) certified, Service Disabled Veteran Owned Small Business (SDVOSB) contractors, or small business local contractors, and also to determine if there are qualified large businesses that meet the specific criteria for this proposed project authorized by The National Defense Authorization Act of FY 2006 (Base Realignment and Closure (BRAC)). This BRAC project is located at Ceiba, Puerto Rico. DFARS 226.7 1, Preference for Local and Small Businesses (revised March 14, 2002) gives preference to local contractors, if they are available and qualified to perform the work if the Government is considering limiting the procurement to HubZone certified, 8(a) certif ied or Service Disabled Veteran Owned Small Business Contractors. This design-build project is required to provide adequate facilities so as to enable the relocation of the 973rd Quartermaster Company (Water Supply) and permit the closure/disposal of 1LT P aul Lavergne United States Army Reserve Center (USARC), as directed by BRAC 05. This project will provide a 600-member training facility with administrative, educational, assembly, library, learning center, vault, weapons simulator, and physical fitness ar eas for six Army Reserve units. The maintenance shop will provide work bays and maintenance administrative support. The project will also provide adequate parking space for all military and privately-owned vehicles. This project is planned for advertising in 2008 for Phase I , with award scheduled for November 2008. Contract duration is 720 days. NAICS Code is 236220. The estimated cost range is between $10,000,000 and $25,000,000. Based on the results of this market survey, project will be advertised an d evaluated using the Two Phase Process and will be awarded as a Design-Build contract. All businesses interested in submitting a response should notify this office NLT 4:00 PM local time on December 12, 2007. Response must also include the following info rmation: 1) Municipality in which your business is located; 2) Identification of the appropriate business category (large business, SBA HUBZone certified, etc.) of your business; 3) Submittal of proof of projects completed by your business. Proof include s the name of the project, the construction start and completion date, the final dollar amount of the contract and a short description of your businesss role and work performed (less than 200 words) and a Point of Contact and phone number for the owner of the project. To be considered you must: a) Have served as the prime contractor (add joint venture information if applicable); b) The work must have been successfully completed within the last five years; c) The projects must be similar in size, scope and dollar value to the proposed project. Projects considered similar to this project include new construction projects of offices, administrative buildings, schools, and training facilities; d) Percent of self-performed work and how it was accomplished; e) A letter from your bonding company stating that you are bondable for this project.
