- The following questions and respective answers are hereby provided for clarification purpose: Q1. The 11 listed objectives for the base year seem not to include all of the usual tasks required in the eRate process including, filing of Form 486, processing SPIN changes, PIA reviews, filing BEAR forms, etc. Can we assume that these additional tasks should be included in any proposal? R1. No. The school and staff of the BIE will complete the process for this application year once the Form 471 process and Objective 11 (Receipt Acknowledgement letter) has been completed for Year 11. Q2. Under qualifications of provider item 1b indicates that the ?contractor shall have experience building infrastructure for school.? Is the expectation that the eRate provider must also have the resources for installing a school network? R2. No, There is no expectation that the eRate provider must have resources for installing a school network. Q1. A daily rate is requested for an unspecified number of objectives in an unspecified number of schools. Since different objectives may require different skill-sets we are considering a daily per person rate for each objective. Not knowing the extent of a given task (number of schools, size of schools), we cannot estimate, at this point, what will be the fully cost of completing a task. Are these correct assumptions? R3. A daily rate is requested because there is a finite period of time to perform the work. An hourly rate can be proposed. It is true that the number of schools, is unknown. The set of objectives required for the different schools is also unknown. However, the schools have been asked to gather their respective data and put it into a format that will be useful for completing the application process. Additionally, the existing staff who works these issues with the schools will share with the winning vendor(s). The goal is to make wise choices, given the available data and input from the schools leading to as many complete applications as time permits. Due the unknowns the IDIQ contract vehicle is being utilized for this requirement. Each task order shall defninitize the number of days or hours required to provide service to a definitized number of schools as well as identify what objectives will be required to perform each task order. As a result of the responses delineated above the following information is hereby incorporated into the combined synopsis/solicitation: The school and staff of the BIE will complete the process for this application year once the Form 471 process and Objective 11 (Receipt Acknowledgement letter) has been completed for Year 11. There is no expectation that the eRate provider must have resources for installing a school network. The daily rate proposed shall be for an 8 hour day. The company may submit an hourly rate as well. The daily rate and the hourly rate shall be submitted for each objective delineated in the SOW for the basic and the option year. Each task order shall issued against the IDIQ contract shall defninitize the unknowns, such as the number of days or hours required to provide the service to a definitized number of schools, location for the performance of the task order, identify what objectives will be required to perform each task order, etc... The due date for the receipt of quotes is hereby extended from November 29, 2007, 9:00am local time to Friday, November 30, 2007, 8:00am, local time.
