- Description
- The Naval Sea Systems Command (NAVSEA) and Southwest Regional Maintenance Center (SWRMC) intend to competitively procure the FY08 requirements for the Service Life Extension Program (SLEP) of Landing Craft, Air Cushion (LCAC) craft. Two separate unrestricted Requests for Proposals (RFPs), one issued by NAVSEA, the other issued by SWRMC, are planned for release in Winter 2008 leading to the award of two firm fixed price contracts. This announcement only addresses the NAVSEA procurement. A separate announcement will be released to address the SWRMC procurement. NAVSEA will competitively procure SLEPs on three Assault Craft Unit Four (ACU-4) craft with the potential for one option year (FY09) for SLEPs to three additional craft. The RFP will be issued in February 2008 or later. The total value of the contract, including FY09 option quantities, is expected to be approximately $35M. The LCAC SLEP scope of effort includes repair and upgrade of the buoyancy box (struct ural hull), gas turbine engine replacement, installation of a new skirt (inflatable hull), installation of an integrated Command, Control, Communication, Computer and Navigation (C4N) equipment package, and accomplishment of selected craft alterations and repair work. The gas turbine engines will be furnished by the Government. The SLEP effort is to be performed in accordance with Government prepared statements of work, specifications, drawings, work item descriptions, and craft alteration records. This solicitation will be formatted differently and streamlined from those used in previous LCAC SLEP competitions in order to make it easier for new bidders to clearly understand the scope of required effort. Offerors are not restricted to Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) holders. Technical and price proposals will be required. An Industry Day was held on 10 July 2007 that provided potential offerors a tour of the ACU 4 facilities and an informational brief regarding the Navy?s approach to LCAC SLEP. A second combined East and West Coast Industry Day (Industry Day II) is being planned at ACU 5, Camp Pendleton, CA on 19 December 2007. Industry Day II will be a drawing workshop to review notional LCAC specific drawings and associated work items with potential offerors. Responses of interest in this announcement are to be provided by 04 December 2007 via e-mail to Ms. Sarah Ahn, NAVSEA Contracts, at the following address: sarah.ahn@navy.mil. The e-mail subject line must be titled "FY08 LCAC SLEP INDUSTRY DAY II." It is requested that responses be limited to one per company. Responses shall include company name, primary point of contact with full contact information (i.e., mailing address, telephone number, e-mail address), and a list of individuals who may attend Industry Day II. Respondents will receive information concerning Industry Day II as well as a DVD containing a preliminary FY08 LCAC SLEP work package. Respondents are requested to provide comments and / o r questions concerning the preliminary work package by noon on 13 December 2007 in order to provide the Government sufficient time to review prior to the conduct of Industry Day II. Early submittals will be accepted and are encouraged.
