Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for engineering services that are needed to assist the government with developing a new analytical tool to establish manufacturing tolerances for reduced signature motors. To meet this requirement NSWCCD intends to negotiate a non-competitive procurement with Alion Science and Technology (AST) located in Chicago, IL 60616. AST has established a unique expertise of programs, sciences, technology initiatives and has developed analytical predictive tools that other companies could not develop in the timeframe necessary to complete this task and conducting a competitive procurement would result in unacceptable delays and a substantial duplication of cost to the Government that is not expected to be recovered through competition. AST has extensive experience in developing novel integral-equation techniques for the computationally efficient solution of complex boundary-value problems, particularly in the field of Electromagnetics of Permanent-Magnet Motors and Acoustics. AST has related experience in homopolor electric motors including thermochemical and electrochemical model development for predictions of wear for current-collecting brush fibers in a homopolar motor; experience in the prediction of the effects of turbulence and mean-flow ingestion by marine and aeronautical propulsors; experience in analysis and code development of the Elasticity and Viscoelasticity of complex structures, the prediction of flow noise from framed treated structures driven by turbulent layers, the development of novel boundry-element techniques for the calculation of nearfield diffraction by complex propulsor components and the calculation of acoustic propagation in flexible waveguides fitted with customized liners. AST has developed specialized computer codes in the above mentioned areas under sponsorship from: ONR, ONR/General Atomics through its Brush Physics initiative, NSWCCD, NASA?s LRC and GRC. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
