- This requirement is in support of the Naval Undersea Warfare Center, Division Keyport. The solicitation number for this requirement issued as a request for proposal is N00253-08-R-0005. The NUWC Keyport has a requirement for the following non-commercial item: 5000 FT of Umbilical Cable in accordance with NUWC KPT DOC NO 15245. The applicable NAICS code for this requirement is 335929 and will be a small business set aside and has a size standard of 1000 employees. Offers shall be FOB Destination to NUWC Keyport, WA 98345-7610. The solicitation will be available for download on or around 12 Dec. 2007. Contractors shall ensure current registration in the DoD Central Contractor Registration database (http://www.ccr.gov). A bidders list will not be maintained by this office, no paper copies of these RFP/amendments will be mailed. After downloading the solicitation, firms interested in submitting quotes must complete DD Form 2345, Military Critical Technical Data Agreement. The RFP (request for proposal) will be posted electronically on the NECO and FED BIZ OPPS websites. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. No telephone or fax requests for the RFP package will be accepted. An email request to Melissa.burris@navy.mil will be accepted in the event an offeror experiences problems downloading the RFP from the websites. RFP (solicitation package) is posted on the Navy Electronic Commerce Online (NECO) web link at www.neco.navy.mil and is also available for download at http://www.fedbizopps.gov/ . Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same. Any questions or requests for drawings should be submitted in writing via fax at (360) 396-7036 or e-mailed to melissa.burris@navy.mil. After downloading the solicitation, firms interested in submitting proposals must: (1) complete the pricing, (2) complete all representations and certifications found in the solicitation. *The following document referenced in CLIN 0001 is Arms Export Controlled: NUWC KPT Document NO 15245. Only vendors that are registered with the DOD, and DOD Contractors only, or Contractors listed in the Joint Certification Program and provide a completed DD Form 2345, Military Critical Technical Data Agreement are eligible to receive copies of the drawings. The Export Controlled Drawings will be provided under separate cover in accordance with the requirements stated in ?Instructions for Obtaining Export-Controlled Technical Data? and completion of Form DD 2345, Military Critical Technical Data Agreement. To obtain information from FedTeDS, vendor/contractor must be Central Contractor Registered (CCR), have a Marketing Partner Identification Number (MPIN) and the appointed Data Custodian must be FedTeDS registered.
