Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The VA Eastern Colorado Healthcare System (ECHS), located in Denver, Colorado is performing market research to determine if there is sufficient number of qualified Architectural Engineering firms, within the geographical area stated in this announcement, to set aside the following project to Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB). The Government will use responses to this notice to make the appropriate acquisition decision. If sufficient number of qualified SDVOSB or VOSB A/E firms responds, no further announcement will be made and the Government will proceed with acquisition in accordance with FAR Parts 36.6 and 15 The VA ECHS Medical Center is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience in design through construction period services of Interior Finishes Improvements and Renovations within occupied areas of an active Medical Center. The selected A/E firm shall provide all technical services including architectural and interior design as well as minor mechanical and electrical engineering as may be required as part of the design Design shall include all phasing and infection control methods required during construction. The project intent is to improve interior finishes for aesthetics, safety and functionality as noted in the Facility Condition Assessment. The estimated construction range is between $250,000 and $500,000. Selection criteria include in descending order importance: (1) specialized experience of the firm, both prime and consultants, in hospital architectural design and construction with supporting electrical/mechanical; (2) experience on remodeling existing and occupied spaces in a Healthcare environment to include phasing and infection control; (3) professional qualifications of the firm's staff and consultants assigned to the project; (4) demonstrated success in incorporating materials appropriate to both the Healthcare environment, durability and clean ability; (5) past experience working on VA facilities and/or Government; (6) geographical location of the firm within a 100 mile radius of the ECHS Medical Center, Denver, Colorado; and (7) ability of the firm to begin the work within 30 days of award of contract. NAICS Code 541310, Architectural Services, is applicable to this acquisition, the size standard for a firm to be considered has an Emerging Small Business is no greater than 50 percent of NAICS Code with a Business Size Standard of $4.5 million. All interested firms are required to submit two (2) recent completed Standard Form (SF) 330, Architect-Engineer Qualifications, in accordance with Numbered Note 24 to the Contracting Officer shown above no later than 4:00 p.m. (Mountain Time), Wednesday, November 7, 2007. Solicitation VA-259-08-RP-0009 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS CONTRACT. THE GOVERNMENT'S OBLIGATION FOR AWARD IS CONTINGENT UPON THE AVAILABILITY OF APPROPRIATED FUNDS. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract. Additionally, all SDVOSB and VOSB firms must be registered in VetBiz Registry at http://www.vip.vetbiz.gov/
