- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO in unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, intends to purchase GEDMS systems via split award to The Boeing Company and DRS EW and Network Systems, Inc. Boeing is located at 3370 E Miraloma Ave, Anaheim, CA 92806-1911. DRS is located at 485 Cayuga Rd, Buffalo, NY 14225-1309. Competition is limited to these two qualified manufacturing sources as the time and expense to qualify additional vendors is too prohibitive. GEDMS is a vital mission-critical build-to-print system, where no commercially adequate products satisfy the design requirements. It is not a performance-based militarized commercial-off-the-shelf system design, although there are performance based COTS components. All items shall be in compliance with NAVSEA system specifications DMS 500.7 and GEDMS 300.0 and will be listed in the solicitation that will follow this announcement. Firms interested in subcontracting opportunities should contact Boeing and DRS directly. Delivery, inspection, and acceptance shall likewise be identified in the solicitation. It is anticipated that the solicitation will be issued on 7 December 2007 with a closing date of 22 January 2008. Contract award is estimated to be 28 February 2008.
