Description
The Regional Contracting Office-SW, Camp Pendleton, CA is conducting market research to determine if there are a sufficient number of small businesses interested and capable of providing shop towels, laundering of towels, and pickup/delivery services for Marine Corps Installations West (MCI-West) and the Marine Corps Air Ground Combat Center (MCAGCC) 29 Palms, CA. MCI-West is comprised of Marine Corps Base, Camp Pendleton, CA; Marine Corps Air Station Miramar, CA; and Marine Corps Logistics Base (MCLB) Barstow, CA. The most applicable NAICS code for this requirement is 812332 with a size standard of $13 M. The Service Contract Act will apply to this requirement. Interested small businesses must meet and will be required to demonstrate that they meet the Limitations of Subcontracting outlined in FAR 52.219-14 for services: ?At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.? The general scope of this requirement is to provide shop towels, laundering of shop towels, and pickup/delivery of shop towels to various customers located aboard the installations mentioned above. Laundering of towels shall be accomplished by commercially acceptable practices utilized by mass production laundry facilities in accordance with industry standards. Each towel shall be entirely clean, thoroughly dry, and free of lint. Towels shall be smooth, free of wrinkles, and retain their original shape. Towels shall be packaged in commercially acceptable practices, such as bales with string, shrink wrap, etc. The contractor shall be certified and hold all applicable permits from the State of California to handle and dispose of all waste material regulated under applicable Federal and State environment laws. The contractor?s operations shall also be in accordance with these same laws. General requirements and standards for the shop towels: - made of an absorbent cotton or cotton blend material - minimum of 18? wide and 18? long - shall be available in Red/Orange for use with oils and greases; Blue/Purple for use with paint and ink; White for use with cleaning electronics, and Green for use with metal chips Should this requirement result in a solicitation, the contractor, as part of its quote, shall establish the minimum quantities that must be ordered to receive regular deliveries, and specify if orders must be in those specific lots (i.e. minimum of 50 Red/Orange towels, and additional quantities must be in increments of 50). The minimum quantities will impact the delivery schedule for each unit. Delivery and Pickup: Initial delivery will begin within seven (7) days after receipt of a task order. For routine deliveries, customers may elect to have weekly, bi-weekly, or monthly delivery depending upon the minimum quantities required. Regardless of which interval chosen, shop towels shall be delivered on a fixed schedule (i.e. the same day of the week). The Government intends to issue a contract with one base year and four option years. All interested parties that meet the size standard listed above AND can comply with the Limitations of Subcontracting outlined in FAR 52.219-14 for services are encouraged to provide a response by 4:00 p.m., Pacific Time, on 19 November 2007 to melissa.clark@usmc.mil. Negative responses are not requested or required. This sources sought notice is for informational and planning purposes only. All information submitted is at the offeror?s own expense. Respondents will not be notified of the results of the evaluation. Qualified respondents will be included on the source list for any resulting solicitation.
