- Description
- The Fleet and Industrial Supply Center (FISC) San Diego plans to procure via other than full and open competition from Harris Technical Services Corporation (HTSC), engineering technical services to support the maintenance of the Integrated Satellite Control System (ISCS) and the development and integration of the Mobile User Objective System (MUOS) used by the Naval Satellite Operations Center (NAVSOC), Point Mugu, CA. The ISCS is a satellite command and control system implemented using the HARRIS developed Open System Common Environment for Testing (OS-COMET)/Command and Telemetry System (CATS) Software. Harris possesses unique expertise of the NAVSOC?s ISCS system and owns the software data rights to the software necessary to perform in accordance with the Performance Work Statement (PWS). They are the only source capable to provide required support for the Fleet Satellite (FLTSAT), Ultra High Frequency (UFO) Follow-on, Polar EHF Communication Packages and Mobil e User Objective Systems (MUOS) Programs. Harris is the only source with the required technical data and expertise to fully support this effort. The estimated period of performance will be 1 April 2008 through 31 March 2009, with four twelve-month option periods. Responsible sources may submit their capability statement clearly showing their qualification to perform the required services via email to Ms. Jessica M. Montes, Contracting Officer, at jessica.montes@navy.mil within 10 days of the publication of this synopsis. The authority for this sole source action is U.S.C. 2304(c) (1), as implement by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the Agency?s requirement.
