Description
This is a combined synopsis/solicitation for commercial services in accordance with FAR 12 and 13, as supplemented with additional information included in this notice. Solicitation Number NCNJ3000-8-28828 is issued as a request for quotation. This announcement constitutes the only solicitation and a written solicitation will not be issued. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Hydrographic Surveys Division intends to award a firm-fixed price purchase order for registration and attendance of fifteen (15) NOAA employees at a professional Multibeam Sonar Training course that provides overviews of the technology, problems associated with shallow water multibeam surveys, processing and visualization techniques and constraints in using swath bathymetry to produce hydrographic quality data. Instructors of this course must be recognized experts in the field. The training must be performed in the United States. The resulting purchase order will be awarded on a firm-fixed price basis. FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items apply to this acquisition and there are no addendums to these provisions. The solicitation document and incorporated clauses are those in effect through Federal Acquisitions Circular Number 2005-22. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Approach, (ii) Personnel, (iii) Past Performance, and (iv) Price. Responses must be received within fifteen (15) days of the posting of this notice. Responses may be emailed to the Contract Specialist, Shirley L. Johnson, at shirley.l.johnson@noaa.gov, faxed to (301)713-0806, or mailed to DOC/NOSS/NOS/OCRM, 1305 East West Highway, Sta. 7618, Silver Spring, Maryland 20910 no later than 12:00 Noon (EST) Friday, December 14, 2007.
