- Services required of an Architect or Architect/Engineering firm to design, furnish plans, specifications, and construction period services for Project 621-07-123, Correction of FCA Deficiencies, Building 37, James H. Quillen VA Medical Center, Mountain Home (Johnson City), TN. Work includes preliminary and final contract drawings, cost estimates, specifications, and construction period services. A/E required to develop Deductive Bid Alternates as necessary to assure award of contract within available funds. The objective of this project is to renovate 26,974 square feet of existing space in Building 37. Work includes some mild demolition for existing finish removal and repairs to existing plaster walls, all existing flooring (VCT/carpet/base) and suspended ceiling systems shall be replaced, all existing wall surfaces, associated door frames and handrails, etc. shall be repainted, all old doors shall be replaced with new replacement doors and hardware. Electrical work will include replacement of all old wiring devices such as receptacles, switches, and associated cover plates, all existing light fixtures shall be replaced as required. Electrical work will also include replacement/installation of fire alarm initiating and notification devices with addressable devices as necessary. Plumbing shall include the necessary demolition of existing floors, walls, and ceilings as necessary to replace all existing plumbing (supply lines and DWV) in all major toilet/bath areas. This replacement shall include all existing plumbing fixtures and trim. Plumbing shall also include all sprinkler modifications as required by new work. HVAC work shall include replacement of all existing four pipe fan coil systems as well as the single existing AHU system in the basement (including all piping, duct, insulation, diffusers, controls, etc.) with new central AHU systems including VAV zone control boxes as required. Area of consideration is restricted to firms located within a 100-mile radius of VAMC Mountain Home, TN, and is unrestricted in accordance with the Small Business Competitiveness Demonstration Program. NAICS Code 541310, with a small business size standard of $4.5 million is applicable. A/E selection based on recent specialized hospital experience, professional capacity to accomplish work, professional qualifications of staff and consultants assigned to the project, proposed management plan, cost control, estimating effectiveness, schedule control and location of A/E firm and consultants. This notice issued subject to availability of funds and is not a request for proposal. The estimated construction cost range is $2,500,000 to $3,000,000 with 20% of the total construction budget as viable deductive construction alternates. Interested firms should submit two copies each of current SF-330 to Attn: Sandra Magers, Contracting Officer (90C), VISN 9 Acquisition Center, Bldg. 5, Room 149, 3400 Lebanon Pike, Murfreesboro, TN 37129 not later than 4:00 pm CST on January 04, 2008 in accordance with numbered note 24.
