- Services required of an Architect or Architect/Engineering firm to design, furnish plans, specifications, and construction period services for Project 621-08-103, Renovation of Clinical Lab Space (approximately 9,919 square feet), Building 77, James H. Quillen VA Medical Center, Mountain Home (Johnson City) TN. Work includes coordinating with the VA to develop a schematic design defining any actual modifications to the proposed renovation of the existing lab area. Schematic design will define any space modifications involving new wall construction etc. After approved schematic design the A/E will provide preliminary and final contract drawings, cost estimates, specifications, and construction period services, as specified herein. A/E will be required to develop Deductive Bid Alternates as necessary to assure award of contract within available funds. The objective of this project is to renovate 9,919 square feet of existing space in Building 77, Clinical Lab Space. Work includes some mild demolition for existing finish removal and repairs to existing plaster walls, all casework shall be replaced, all existing flooring (ceramic tile) shall be replaced, all existing wall surfaces shall be recovered, all old doors shall be replaced with new replacement doors and hardware. Electrical work will include replacement of all old wiring devices such as receptacles, switches, and associated cover plates, all existing light fixtures shall be replaced as required. Plumbing work will include any medical gas alterations/additions as required, replacement of all fixtures and trim, and will also include all sprinkler modifications as required by new work. Services includes but are not limited to site investigation, consultations, conceptual designs, plans and specifications, verification of as-built drawings, detailed drawings, and accurate cost estimates. Work includes architectural, mechanical, electrical, plumbing, fire protection, structural, and industrial hygiene. Area of consideration is restricted to firms located within a 100-mile radius of VAMC Mountain Home, TN, and is unrestricted in accordance with the Small Business Competitiveness Demonstration Program. NAICS Code 541310, with a small business size standard of $4.5 million is applicable. A/E selection based on recent specialized hospital experience, professional capacity to accomplish work, professional qualifications of staff and consultants assigned to the project, proposed management plan, cost control, estimating effectiveness, schedule control and location of A/E firm and consultants. This notice issued subject to availability of funds and is not a request for proposal. The estimated construction cost range is $2,000,000 to $2,500,000 with 20% of the total construction budget as viable deductive construction alternates. Interested firms should submit two copies each of current SF-330 to Attn: Sandra Magers, Contracting Officer (90C), VISN 9 Acquisition Center, Bldg. 5, Room 149, 3400 Lebanon Pike, Murfreesboro, TN 37129 not later than 4:00 pm CST on January 04, 2008 in accordance with numbered note 24.
