Description
Fleet and Industrial Supply Center (FISC) Pearl Harbor plans to award multiple Blanket Purchase Agreements (BPAs) for miscellaneous safety clothing and supplies in support of the Naval Shipyard and Intermediate Maintenance Facility. The Federal Supply Classes (FSCs)are as follows: 8105, 8305, 8310, 8320, 8330, 8340, 8405, 8410, 8415 and 8440. Interested vendors are required to submit a price list for each proposed items fall under these FSCs. Major items procured in the past are booties, canvas, safety clothing, coverall, gloves, herculites, Kevlar, naugahdyde, rainsuit and webbing. The average number of orders issue per year is 271 with estimated value ranging from $350,000 to $400,000 per year. All BPA orders are generally competed among the BPA holders using the simplified acquisition procedures. However, the government reserves the right to limit competition for individual requirements to selected BPA holders, i.e., HUBZone, 8(a) or Service Disabled Veteran-owned businesses, to accomplish its socio-economic goals. The BPAs will have a period of performance of 5 years. In accordance with FAR 13.303-6, the government will review the BPA at least annually. If necessary, the Government will update or modify existing arrangements as a result of i.e, ?changes in market conditions, sources of supply, and other pertinent factors that may warrant making new arrangements with different suppliers or modifying existing arrangements.? The Government reserves the right to cancel any contractor?s BPA for any reason, including but not limited to: poor performance, failure to respond to requests for quotes, vendor?s prices are determined to be no longer competitive, and all o f the reasons listed under FAR 13.303-6(b)(2). Blanket Purchase Agreement Calls (BPCs) will be issued for any orders placed under any awarded BPA. Offerors must be authorized dealers or resellers of products that they are offering to the Government at the time of the offering. Interested vendors are required to register in the Central Contractor Registration (CCR). Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. All interested and responsible parties shall refer to the Navy Electronics Online (NECO) website at www.neco.navy.mil for all future Amendments issued against this requirement, solicitation package and submission of bids. The Solicitation package will be available on 10 December 2007. Only electronic bids utilizing email or through NECO are acceptable. ALL QUESTIONS MUST be received no later than 21 December 2007 @ 4:00 PM Guam Time. Quotes must be received no later than the anticipated due date of 28 December 2007 @ 4:00 P.M. Hawaii Time.
