Description
NAICS Code: 334516 NAICS Code: 334516 - The U.S. Environmental Protection Agency (EPA) National Enforcement Investigations Center (NEIC) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) part 13, Simplified Acquisition Procedures to PerkinElmer LAS, Inc. for maintenance services for the Optima 5300 DV, Elan 6000 and AAnalyst. The period of performance for this procurement will be from January 1, 2008 through December 31, 2008. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that PerkinElmer LAS, Inc. is uniquely qualified to satisfy the Government's requirements, as they are the sole manufacturer of this highly specialized equipment. PerkinElmer is the sole manufacturer of the Optima 5300 DV, Elan 6000 and AAnalyst and would be the best source of service for all of these instruments. Service engineers from PerkinElmer would be more informed about any developing problems and the subsequent repairs or replacement parts needed in order to repair and improve any of this equipment because of their access to in-house service bulletins. All PerkinElmer service engineers have access to application specialists in their instrumentation area and are able to contact design engineers for the specific instrument to discuss problems and find solutions. In addition, these engineers have extensive training in the specific instrument software systems. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within fifteen (15) calendar days of the date of this announcement will be evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
