- NASA/John C. Stennis Space Center in Bay Saint Louis, Mississippi has recently been selected as the test site for the construction on a new A-3 Altitute Test Facility. The new test facility will provide an altitude propulsion test capability with will enable the Constellation Program's Exploration Launch Office, J-2X Project Element to validate the performance of the J2-X engine for the upper stage of the new ARES I launch vehicle. The A-3 Altitude Test Facility will be constructed for long term altitude rocket propulsion testing at Stennis Space Center. While the construction of the A-3 Altitude Facility will involve a significant number of individual procurement actions, this requirement is solely focused on the High Pressure Air Storage Vessels. This presolicitation synopsis is to request industry feedback regarding the fabrication and delivery of sixty-four (64) High Pressure Air Storage Vessels to NASA/Stennis Space Center. Due to program schedule milestones, the vessels shall be fabricated in a concurrent process. Additionally, NASA is requesting information regarding suggested methods of shipping and installation of the 46.1 cubic feet water volume (CFWV) air ready storage tanks. (Can they be fabricated entirely at the manufacturer's facilities and shipped to NASA/SSC, or is field assembly required?) Stennis Space Center has access to river barge traffic as a means of transportation. Each vessel shall utilize seamless construction techniques; shall be National Board Registered and ASME code stamped per ASME Code Section VII, Div. 1. The vessel shal be vertically mounted, cylindrical type single wall construction with hemi-spherically shaped heads; the vessel shall be suitable for the stationary, exposed above ground storage of missile grade air; off loading requirements shall be a part of the resulting contract. Also, NASA/SSC requests industry input regarding schedule performance for these vessels. (What is a reasonable expected period of performance?) The proposed vessels are as described: 1. Material used in construction of the vessel walls shall conform to the requirements of ASME SA372, Grade J, Class 70 carbon steel or an approved equal compatible with dry air service; 2. 46.1 cubic feet water volume, minimum working pressure 3,750 psig and a minimum design pressure of 3,750 psig; 3.The design temperature shall be -20 degrees F to +200 degrees F. 4. All vessels shall be cleaned for air service to a level conforming to SSTD 8070-0089 FLUIDS Standard Level 1. This synopsis should not be construed as a formal request for proposals, but rather a presolicitation synopsis requesting information under the authority of FAR 15.201. Responses to this request for information are not offers and cannot be accepted by the agency to form a binding contract. This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. NASA/SSC does not intend to award a contract at this time but will use information obtained for market analysis and to plan future procurements. NASA desires that those companies expressing an interest in the aforementioned presolicitation synopsis provide a written submission of Qualifications and Statement of Capabilities that address high-level alternatives and general, market-based approaches for performing the functions described in this presolicitation synopsis. NASA would prefer that the written submissions not contain confidential business or financial information relating to specific companies. All prospective companies are reminded to direct their written electronic correspondence to the attention of: Gregory Fletcher at gregory.fletcher-1@nasa.gov. Those prospective companies shall have their Qualifications and Statement of Capabilities submitted to the above identified Government representative and received in the NASA/Office of Procurement no later than December 10, 2007 at 3:00 Central Time.
