Description
The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for dry dock and repairs to the USCGC BLUEFIN (WPB-87318). The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611. This procurement will be a Total Small Business Set-Aside. All responsible Small Business Concerns may submit an offer, which shall be considered by the U.S. Coast Guard. The solicitation will be issued electronically as a Best Value Request for Quote (RFQ) on the FEDBIZOPPS web page at http://www.fbo.gov on or about December 7, 2007 with quotes due on or about December 21, 2007. THIS COMMERCIAL ITEM REQUIREMENT IS SET-ASIDE FOR SMALL BUSINESS CONCERNS AND WILL BE EVALUATED USING PAST PERFORMANCE AS THE MOST IMPORTANT EVALUATION FACTOR. The USCGC BLUEFIN's homeport is FORT PIERCE, FLORIDA. The place of performance will be at the CONTRACTOR'S FACILITY. There is no geographic restriction. The vessel is an 87 Foot Patrol Boat. The Vessel's availability is for fifty-six (56) calendar days, starting on or about January 22, 2008. The contractor shall provide all labor, material and equipment necessary to dry dock and repair the USCGC BLUEFIN (WPB-87318) including but not limited to the following Base Items: Clean and Inspect Sewage and Grey Water Tanks, Realign Main Engine/Reduction Gear, Remove, Inspect, and Reinstall Propeller Shafts, Repair Shaft, Remove, Inspect, and Reinstall Propellers, Transducer Renewal, Hull Ring Preservation, Overhaul and Renew Valves I & II, Remove, Inspect, and Reinstall Rudder Assemblies, Overhaul Simplex Sea Strainers, Clean Sewage and Grey Water Piping Systems, Preserve Main Deck Surfaces, Preserve Rib Wet Notch Deck and Stern Door Interior Surface, Coating System Visual Inspection, Painting of Draft Marks, Preserve Freeboard, Renew Cathodic Protection System, Routine Drydocking, Provide Temporary Logistics, Ultrasonic Thickness Measurements (Includes 200 UT Shots), Renew Shell Plating and Longitudinals, SSDG Raw Water Base Renewal, Preserve Forward Peak Compartment, Preserve Bilge Surfaces in Lazarette, Renew Reduction Gear Assemblies, and GFP Report in Accordance with Solicitation; Optional Items: Welding Repairs, Straighten Shaft, Renew Intermediate Bearing, Renew AFT Bearing, Renew Bearing Carrier, Package and Ship Old Propellers, Perform Minor Repair and Recondition of Propeller, Renew 3 Inch Seachest Valve Flange and Up To 1 Foot of Associated Piping, Renew 8 Inch Seachest Valve Flange and Up To 1 Foot of Associated Piping, Renew Lower Rudder Bearing, Renew Studs, Renew 1'X1' Section of Insulation, Coating System Thickness Testing, Condition A (Entire U/W Body), Condition B (Entire U/W Body), Condition C (10% of U/W Body), Condition C (Entire U/W Body), Provide Additional Temporary Logistics, Additional UT Shots (50 UT Shots Per Set), Composite Labor Rate, and Laydays. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM is available free of charge to contractors upon request not later than four (4) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc).
