Description
VA263-08-RP-0096 Floor Coverings - Construction - Z Set-Aside: 100% SDVOSB .. This announcement constitutes the only notice that will be published for this project. One (1) set of contracting and specification documents and drawings will be handed to each registered firm at the site visit only. No specifications or drawings will be sent or distributed electronically, via the U.S. Mail, overnight courier, delivery service or other means except in person. Prospective offerors must request a set of specs and drawings prior to the site visit and must refer to RFP VA263-08-RP-0096 in their e-mail request. See e-mail address below. The government will consider all proposals received. The Government anticipates entering into negotiations with a SDVOSB firm for the following construction project: The contractor shall provide all labor, materials, and equipment to accomplish the removal and disposal of existing carpeting, the carpet base from the Second and Third floors of Building 9, at the Minneapolis VA Medical Center, Minneapolis, MN. Install Bolyu Pizzazz carpet tile in office areas, Bolyu Dazzle carpet tiles in the corridor space. On the Second floor outside of the elevators and in conference Room 200 add a border carpet where noted on drawings as well as using the Pizzazz pattern carpet tile. At the same time another contractor will be replacing wall covering in the offices on the Third floor and work will have to coordinated accordingly. SPECIAL WORK HOURS: the Second floor removal and installation will occur after 4:30 pm and will be completed over five (5) nights. The Third floor can be done during normal working hours. Magnitude of the project: $25,000 to $100,000. Site Visit is scheduled for Monday, December 17, 2007 at 10:00 a.m. CT. VA will conduct the procurement according to a combination of FAR Part 15, Contracting by Negotiation and Part 36, Construction and Architect-Engineer Contracts as supplemented with additional information included in this notice. NAICS code is 238330 and the small business size standard is $13.0M. Award will be a firm fixed-price contract with progress payments. The government will award to obtain the best value for the government, price, price-related factors and technical capability considered. Technical capability is significantly more important that price or price related factors. Following the site visit completed proposals are to be submitted to Michael Owen, Contracting Officer (90C), VISN 23 Contracting and Purchasing Office, VAMC, One Veterans Drive, Building 68, Minneapolis, MN 55417 by 4:30 p.m. January 7, 2008.
