Description: The contractor is required to operate four central heat plants at Yokota Air Base during labor strike anticipated on 13 Dec 07. The contractor will assume full operation responsibility for each of the four (4) central heat plants. Each shift at each heat plant must have at least a Utility Plant Operator 2 level-of-certification and one Utility Plant Operator 1 level-of- certification.
