Description
A market survey is being conducted to determine if there are qualified SBA HubZone certified, SBA 8(a) certified, SDVSB contractors or small business local contractors, and also to determine if there are qualfied large businesses that meet the specif ic criteria for this proposed project authorized by The National Defense Authorization Act of 2006 (Base Realignment and Closure (BRAC)). This BRAC project is located at Ft. Buchanan, Puerto Rico. The proposed contract will be for Construction of an Army Reserve Center (AFRC). This project will provide a 600-member training facility that realigns Army Reserve and National Guard units, as directed by BRAC. The 807th Signal Company will relocate into the new AFRC on Fort Buchanan as a result of the realignm ent of the Captain Euripides Rubio Junior United States Army Reserve Center (USARC). Units from the closing 1LT Paul Lavergne USARC will also relocate into the new Fort Buchanan AFRC. The facility will provide administrative, educational, assembly, library , learning center, vault, and weapons simulator for three Army Reserve units and two Puerto Rico Army National Guard (PRARNG) units. A new state of the fitness facility is located on Fort Buchanan. The maintenance shop will provide work bays and maintenanc e administrative support. The project will also provide adequate parking space for all military and privately-owned vehicles. Contract duration is estimated at 720 days. NAICS is 236220. The size standard is $31.5 million. The estimated cost range is betwe en $25,000,000.00 and $100,000,000.00. This project is planned for advertising around June 2008. All businesses interested in submitting a response should notify this office in writing by mail or fax by 17 December 2007, 4:00 pm, local time. Responses sh ould include: 1) Municipality in which your business is located; 2)Identification of the appropriate business category such as a 8(a), HubZone or SDVSB business, 3) Past Experience - Describe completed projects that are similar in size, scope, and dollar v alue to the proposed project and the percentage of self-performed work and how that was accomplished, 4) Capability of obtaining performance and payment bonds for a project in the dollar amount listed above, and 5) a statement verifying the contractor will perform at least 20% or more of the work. Proof includes the name of the project, the construction start and completion date, the final dollar amount of the contract and a short description of your business's role and work performed (less than 200 words) and a point of contact and phone number for the owner of the project. To be considered you must: a)Have served as the prime contractor; b)the work must have been successfully completed within the last five years; c)The projects must be similar in size, s cope and dollar value to the proposed project. Projects considered similar to this poject include new construction projects of offices, administrative buildings, schools, and training facilities. NOTE: If qualified 8(a), HubZone or SDVSB business firms d o not respond, this planned contract action will be converted to full and open competition.
